WASHINGTON — After a year in which Democrats did all they could with razor-thin majorities in the House and Senate, some Northwest Republicans hope a recent turn toward bipartisan legislating could help solve one of the nation’s most intractable policy puzzles: immigration reform.

The Dignity Program allows undocumented workers who meet eligibility requirements a chance to work in the United States for 10 years. Dignity Program participants can enter an optional five-year Redemption Program, providing a pathway to legal permanent residence.

The Dignity Act includes a pathway to U.S. citizenship for undocumented immigrants who are already here. But it seems doubtful the conditions could be met.
