reconciliation bill filed online today we find there is a carve-out. i m absorbing it. neil: but congressman, this carve-out this was supposed to be there is one bank in america. neil: this carve-out, this particular one, we cited it here, got to be onerous and contentious issue and we were told it would probably be out. lo and behold in the bill, it s in there. yeah. it s just, it is astoniastonish. it continues to give evidence of how determined democrats in the house and senate and the white house are to pass this government take-over of healthcare. over the clear majority objection of the american people. i mean, i was home in indiana last weekend. i got to tell you, the crowd at my town hall meetings and rallies were just overwhelmingly opposed to this government takeover. not overwhelmingly opposed to healthcare reform. they want congress to act in
bill we assume that s the basic bill. there s so many things that help in reducing costs, our ability to purchase pharmaceuticals in bulk. medicare part d claw back. increased money for chip programs. so many things help us, the enhanced map in the budget that in ten years, pennsylvania gains money. we don t lose money because of healthcare legislation, we gain money. i dare say if governor otter sat down and went through the bill at length neil: do you buy anything when someone tells you ten years out? sure. because i can read the bill. and i ve neil: but this bill and the price has changed rapidly. we just had a case this week, as you know, of a jobs bill that went from 15 billion one day when voted on to signed off the next day at $18 billion in one
day. one day. so i can t imagine truth of course can a bill be amended? always. it can be amended one way or the other. neil: you re assuming what you re reading the figures are etched in stone and you re going to save money and pennsylvania will be fine. most people barely know what they ll have for breakfast, let alone ten years from now. in the first two years, we re going to be fine because there s no cost to the states for medicaid. then it goes up to 95, 90% then down to 90 over ten years. but i know the money will save by buying pharmaceuticals in bulk. it will save by getting the claw back of the what the federal government charged in medicare d and governor otter will get that too. this is not as one-sided as it sounds. i will say this, neil, i don t
over a set of changes. we re dealing with the 2,000 plus-page bill the senate passed, the framework, the basis, the foundation. what democrats released today, what they posted on line, is 150 plus page version of fixes. it goes in much like an upgreat to an operating system or piece of software. it strikes particular lines, increases taxes in some provisions and tweaks the senate bill elsewhere on coverage and reduces taxes elsewhere. think of it as layer on top of that 2,000 plus-page bill and changes it and tweaks it to get the democrats to vote. when we see the bill on line, they assume the regular underlying bill is still there, the 2,000 plus pages. absolutely. neil: what the new thing that came out today, the 150 some odd page amendment is new, right? that s new. the amendment is new. new want to know what s in the
correction, or an addendum or add-on, it s going back to the senate bill, is it not? right. right. neil: so that s what we said. that s what we said. nancy pelosi s office is arguing with that. well, nancy, speaker, whatever your people call you, that s what we re doing. back to you, congressman. all we re really doing here is passing the senate bill and sending it to the president. that s really all the democrats have the power to do. this reconciliation strategy is a bill of goods the democrat leadership is selling to some of their own members to say the things that bother you in the senate bill, we ll quote/unquote, fix them and send them in a reconciliation bill. but kent conrad ironically from north dakota said this afternoon that the reconciliation bill may not be able to pass the senate. he identified today neil: this is, real quickly, this is what was scored. this is what was scored.
