supervisor kim: good afternoon and welcome to rules committee, our special meeting for march 31. to my left, i have supervisor farrell and to my right, supervisor elsbernd. we only have one item we are considering today. the item on our agenda today is listed to go before the full board on tuesday april 12, unless otherwise stated. item one, hearing to consider appointing one member, term ending february 1, 2017, to the ethics commission. there is one seat and three applicants. supervisor kim: thank you. are all three applicants submitting their applications today? did you hear from any of the applicants? has anybody withdrawn? i have not received any notification, but i can check with our office to see whether or not anybody has withdrawn. supervisor kim: that would be great. we heard two weeks ago from two of our applicants, dorothy liu and allen grossman. they have already presented, and we have had a chance and opportunity to ask questions. i wonder of my coll
i think it is slowly the slow realization that open government is important for what it does. without that, open government and good government work together, hand in hand. supervisor kim: what criteria did you think should be used to determine who registers as a lobbyist? who registers as a lobbyist? supervisor kim: what criteria should be used? i think anybody who is a hired gun to interface with a political official should register. you have this great area involving managers. i don t think the way that they cloak it should be the difference. i think the rules should be written in a way that anybody who is actually doing that should register. the other thing i think they should do is to make sure that the person with whom they meet should accurately put that into their calendar. supervisor kim: my last question, this has, been several ethics commission meetings it what are your thoughts about televising the commission meetings? sorry? supervisor kim: what are you

ethics commission to investigate government practices there. my colleague in my employment group is handling that. our firm is well aware of the importance of open government and good government. so the second reason i applied is because i have always believed in the importance of serving in my community. as you know from my application, i was a longtime member of the community services committee of the asian-american bar association. i was on the committee about eight years and i was co-chair of the committee for four of those eight years. we ran a legal clinic for low income san francisco residents, in partnership with the asian american caucus, and with the legal outreach. we also partnered with chinatown developed that project chinatown development center on community rebuild some projects. which i know that you are into that place familiar with, supervisor kim. for several years now, the officers of the asian-american bar association have approached me time and again at
issues with youth not being able to get to school because they don t have the money for it. he has been incredibly supportive, opening his doors. he has helped coordinate meetings with the mta board and the different officials and we would have had a much harder time having access to them and having those conversations. as we continue to work on transit issues, it will be very important for an organization such as ours to have a relationship with mtc, so this is really critical for communities like ours, communities of color at low- income families to be able to count on his upper limit to the mtc, and we really hope you will seriously consider that. thank you. supervisor kim: thank you very much for being here. i am also with power. i am in favor of supervisor david campos on the mtc. we appreciate the work he has done part bring with community organizations. this is the first that in making transportation something that is accessible to the san francisco s who depend on i
