Cameras will verify the evidence and use data from the DVLA to secure offenders details.
Penalty Charge Notices will be sent through the post with £90 fines being issued to offenders.
Prices can even rise to £120 if road users fail to pay the penalty within 15 days.
Maidstone Council has revealed just 200 fines were issued for littering last year.

This is because drivers can only be charged for littering if they are caught by traffic wardens or police officers meaning thousands of offences could go undetected.
The council claims the new scheme will be run with a zero-tolerance policy which could see thousands of penalties being issued to drivers.
