I believe on some issues we have been successful in improving the quality of these hearings in resolutions, which the minority has supported and has been adopted by the full committee. I do wish, however, to express strong exception in the manner in which the staff on some occasions have handled these hearings. For one thing, i believe that the decision was made early.
