Police said on Friday at approximately 6:00 PM police units were dispatched to Hooper Ave, near the intersection of James Street for a reported pedestrian struck. According to police, while attempting to cross Hooper Avenue, Ebony Shepherd, 34 of Johnstown PA climbed over the Jersey Barrier from east to west and was struck by an oncoming vehicle.
