EPIC Companies is requesting 17 years of what is known as payments in lieu of taxes (PILOT) financing for The Wave. The financing involves paying taxes on the value of land but not structures.
A five-story mixed-use building will replace the South Plaza mall, homes and other businesses on the 1600 block of South University Drive if the project moves ahead.
