A report by the think tank Centre for Social and Economic Progress highlights Indias problem of off-budget borrowings at both the Union and state levels. The report reveals that South Indian states have the highest off-budget liabilities, with Telangana being the highest borrower. The report also points out that off-budget liabilities significantly increase the debt-to-GSDP ratio of states.
