Business backs House bill on airports authority

Published May 18, 2021, 3:57 PM The Joint Foreign Chambers (JFC) and industry associations laud the approval by the House committees on Government Enterprises and Transportation of House Bill 7976 creating the Philippine Airports Authority (PAA).  At the same time, JFC urged the Senate to initiate hearings on the reform with a view to approving it by the end of 2021. The two House committees are chaired by Rep. Eric Olivarez and Rep. Edgar Mary Sarmiento, respectively. In his sponsorship of the bill, Chairperson Olivarez (Paranaque City, 1st District) stated “the differences between the operational and supervisory controls of airports in the Philippines have resulted to conflicting policies and programs among airports concerning airport maintenance, operations and development leaving overall airport management in the country with much room for improvement.”

In a statement, the Joint Foreign Chambers (JFC) and Philippine business groups (PBG) emphasized that HB 8700 seeks to strengthen CAAP as the agency in charge of safety. It will enable CAAP to focus on its role as regulator and overseer of safety by removing its conflicting and multiple functions as operator and investigator. The House Committee on Transportation is chaired by Rep. Edgar Mary Sarmiento (Samar, 1st District).
