In response to the proliferation of “ghost guns,” the San Diego City Council this week approved a ban on the sale and possession of gun frames and firearms that lack a serial number.
“Today we are here to take action to combat the proliferation of non-serialized, nontraceable ghost guns because we have had enough,” Councilmember Marni von Wilpert, who introduced the ordinance, said at Civic Center Plaza before the council meeting. She was joined by advocates of gun violence prevention, who urged the City Council to approve the measure.
In recent years, the number of ghost guns San Diego police have confiscated has skyrocketed. By July 28, police had recovered 255 ghost guns, more than the 211 ghost guns seized all of last year.

Alarmed by the proliferation of ghost guns on San Diego’s streets, a City Council member has proposed making it illegal to buy and sell gun parts that cannot be traced by law enforcement.
Ghosts guns are do-it-yourself firearms assembled by hand from parts that sometimes come in prepackaged kits. The parts are not classified as guns so they have no serial number, making them difficult if not impossible track. Anyone can legally buy the parts.
San Diego City Councilmember Marni von Wilpert’s proposed ordinance would prohibit buying, selling or possessing the frame of an unfinished gun unless it has a serial number treating the unfinished firearm part just like a completed firearm.

A proposal by San Diego City Councilmember Marni Von Wilpert would make it illegal for unserialized gun kits to be sold in San Diego. That would include sales both online and in stores.
Police say the guns are a big problem, making it harder for them to do their jobs. âItâs difficult for officers to go to scene where someoneâs been shot⦠and find out it was a ghost gun that was so easy to obtain,â said San Diego Police Chief David Nisleit earlier this month.
