Mayor Emerson Pascual led the groundbreaking ceremony for the construction of PHP750 million, four-story Batang Gapan Medical Center beside the city hall compound on Friday. Pascual said the project is expected to be finished within 18 months to two years. "Wala nang magiging kawawa sa Gapan (No one will be miserable in Gapan)," the local chief executive said during the event, referring to financial difficulties being encountered by people in a health crisis. "Wala nang mangungutang, wala nang magsasanla. At ayoko na may mga kababayan ako na lumalapit sa pulitiko para manghingi ng tulong (There will no one who will be in debt or mortgage. And I do not like my constituents to go to politicians to ask for help)" Pascual added. He reiterated his dream to make people feel secure with the government. Pascual assured the public that the city government can sustain its operation based on its budget. "Wala pong utang rito (there is no debt here)," he said. Vice Mayor Inocencio "Dodong" Bautista said the hospital is the latest health project of the local government unit having established Libreng Dialysis Center and Libreng Diagnostic Center several months back. "Kaya mahalaga na magkakasama at magkakaisa ang mga lider (Thus, it is important for the leaders being together and have unity)," Pascual said, stressing the support of the city council to his projects, including the hospital. The mayor's sister, fourth district board member and mayoral aspirant Joy Pascual, also attended the rites. She had promised to continue her brother's programs. Gen. Tinio Mayor Isidro Pajarillaga, along with members of the Sangguniang Bayan also joined the event. Pajarillaga expressed hope his constituents can also benefit from the hospital. (PNA) }

Gapan City offers free diagnostic services

DIAGNOSTIC CENTER. The city government of Gapan in Nueva Ecija has opened a diagnostic center that will offer free medical services to the residents, a health official said on Monday (Jan. 31, 2022). Called "Libreng Diagnostic Center ng Gapan City," the facility is situated a few meters away from the "Libreng Dialysis Center" that also serves indigent patients.(Contributed Photo) GAPAN CITY, Nueva Ecija - A local government-run diagnostic center, equipped with more than PHP20 million worth of fully-automated laboratory machines, is now open and free for residents here. Rural health practitioner Dr. Augusto Pangilinan said the center will have medical technologists to serve at least 100 patients a day. "Tayo pa lang po 'yung LGU na may fully-automated laboratory machines (We are the only LGU having fully-automated laboratory machines)," Pangilinan, who also serves as Covid-19 focal person here, said in an interview on Monday. Mayor Emerson Pascual said the services will be given free to his constituents. "Pero kung may mga taga-ibang bayan na mangangailangan ay walang problema welcome na rin (However, if there are from other towns who are in need, there is no problem, they are welcome)," he said. Called "Libreng Diagnostic Center ng Gapan City," the facility is situated a few meters away from the "Libreng Dialysis Center" that also serves indigent patients. Chief medical technologist Emma Gutierrez said the center will be open from 8 a.m.to 5 p.m. The services include hematology test, blood chemistry, clinical microscopy bacteriology, immunology/serology, pregnancy test, HIV test, syphilis test, and hepatitis B surface antigen. A complete laboratory test usually costs PHP1,000 to PHP2,000 in private facilities but patients can have them all for free (here), officials said. "Maraming mga kababayan ko sa Lungsod ng Gapan ang lumalapit sa'kin na gustong magpa-laboratory ng dugo (pero) wala silang pera. Kahit PHP1,000 o PHP2,000 ay nakikiusap sila (I have so many constituents here in Gapan City approaching and want to undergo laboratory test on blood but they have no money. Even PHP1,000 to PHP2,000 they are appealing)," Pascual said. The mayor said that he realized the need for free laboratory services when he spent PHP24,000 in laboratory expenses in an executive check-up at the Makati Medical Center. All Saints' Day more than just going to cemeteries: local execs

(Contributed photo) CABANATUAN CITY, Nueva Ecija - Instead of visiting departed loved ones in cemeteries, local officials here resorted to other worthwhile activities in lieu of the usual observance of All Saints' Day and shared them on social media to inspire their constituents. Talavera Mayor Nerivi Santos Martinez harvested vegetables from her garden; Gapan Mayor Emerson Pascual went on live video from the city public cemetery to show the place has been cleaned up; and this city's Mayor Myca Vergara encouraged her constituents to ponder on the memories of their loved ones. All 136 private and public cemeteries and columbaria in the province are closed from Oct. 29 to Nov. 4 to avoid large crowds and the possible transmission of Covid-19. Col. Rhoderick Campo, Director of the Nueva Ecija Police Provincial Office, said at least 1,152 cops were deployed to keep order in cemeteries and other strategic places. "Ngayon po ay Undas at dahil hindi tayo makapunta sa sementeryo kaya nag-isip po tayo ng mga bagay na pupuwede nating gawin ngayong araw (Today is All Saints Day and because we cannot go to the cemeteries, we thought of something that we can do today)," Martinez posted as she also called on the public to pray for the souls of their departed loved ones. She harvested corn, string beans, bitter gourd, eggplants, watermelon, okra, and upo (bottle gourd), among others. Talavera, which has garnered a number of awards for nutrition from the national government, has been declared as "Gulayan (Vegetable) Capital of Nueva Ecija" by virtue of a Sangguniang Panlalawigan resolution. "Malungkot man isipin na wala na sila, inaanyayahan ko kayong balikan ang saya at pagmamahal na nakuha natin sa kanila noong sila ay kasama pa natin (Although it is sad that they are no longer around, I am inviting you to reminisce the happy moments and love that we received during the time that they were still with us)," Vergara said a message. "Lahat ng pangyayari ay may kadahilanan at daan ito para tayo'y matuto at maging mas maingat sa ating mga sariling buhay (All things happen for reason and this is the way for us to learn and be more careful with our lives)." Pascual, on the other hand, gave the public a tour of the cemetery that was built in 1937 to show that tombs are clean even if people are barred from visiting. "Tama naman 'yung IATF (Inter-Agency Task Force) na kung i-o-open natin ay magkakagulo ang tao baka magkaroon na naman ng Covid-19 (The IATF is right that when if we allow people in cemeteries, it will be chaotic and Covid-19 might spread)," he said. (Photo by Marilyn Galang) CABANATUAN CITY, Nueva Ecija - Palayan City Mayor Adrianne Mae Cuevas was the earliest bird to file a certificate of candidacy (COC) for governor of this province at the Commission on Elections (Comelec) provincial office here on Friday. Her running mate, former Vice Governor Edward Thomas Joson, was represented by his counsel Bembol Castillo. They are expected to slug it out with incumbent Governor Aurelio Umali and his brother, incumbent Vice Governor Anthony Umali. Cuevas, who is national treasurer of the Cusi-led PDP-Laban faction, was followed in filing the COC by her partymates for Sangguniang Panlalawigan seats, including actor Jayson Abalos of the second district. She vowed to expand to the province what she accomplished for her city, particularly on employment, health and other services. Cuevas' daughter, 25-year-old Vianne, also filed her COC for mayor of Palayan City, along with her vice mayoralty running mate and Sangguniang Panlungsod team. Meanwhile, Gapan City Mayor Emerson Pascual, also of PDP-Laban, likewise filed his candidacy for representative of Nueva Ecija's fourth congressional district. He will challenge incumbent Rep. Maricel Nagano. Pascual defeated Nagano in the city's mayoralty post in 2016. The Comelec, along with the Nueva Ecija Police Provincial Office and Army's 7th Infantry Division, strictly enforced security and public health standards within its premises for the filing of COCs.
