Erie County, in partnership with the Greater Buffalo Cultural Alliance (GBCA), has begun the development of a cultural plan intended to provide a framework for local and external entities to work together to incorporate a vibrant arts and culture sector into the everyday fabric of our community to raise the region s profile.
