Turmoil over the Pulaski County Quorum Courts decision to reject a $2.2 million proposal for county jail mental health services provider Turn Key continues to affect Chief Detention Officer Charles Hendricks and mental health coordinator Letoree Jacksons operations as they prepare to work off of little revenue.
