As a presidential candidate, Donald Trump vowed to correct the mistakes of the Obama Administration. Central to his campaign was promising to fix the U.S.’s broken immigration system. One part of this laborious process is updating and strengthening U.S. policy toward Cuban nationals. Since 1966, the U.S. has maintained a policy of providing Cuban migrants preferential means to legal status. At the time, it was presumed that all Cubans fleeing the island had a well-founded fear of state-sponsored persecution. Since then, the Cuban government has barely changed.
