We basically assumed he did. i think the wisdom of that policy is shown of how difficult it would be if gadhafi in addition to his conventional forces, he had weapons of mass destruction and could threaten to use chemical weapons on his own people. that is a crisis that would dwarf what were currently concerned about. i think it was a good deal to have been, to have made. we tried to at that time, push him in the direction of reform and democracy and obviously that was a fools errand. >> david g...
