De Lima urges colleagues to support bill protecting rights of abandoned child
Opposition Senator Leila M. de Lima has urged her colleagues to help push for the passage of the bill promoting the rights of and providing greater protections to deserted or abandoned children with unknown parents also called as foundlings to help them grow and be productive citizens of the country.
In her sponsorship speech of the Foundling Recognition and Protection Act, authored by Sen. Risa Hontiveros and co-authored by De Lima herself and Sen. Lito Lapid, De Lima said she and her fellow senators should fulfill their mandate in enacting legislation to address the needs of the foundlings in the country.

for The Foundling Recognition and Protection Act
Good afternoon, dear colleagues. I speak to you today, as I always have in this chamber, in behalf of those who can t speak for themselves.
When one of our colleagues, Sen. Grace Poe, ran for President on 2016, she shined a light on a class of citizens which would otherwise be invisible in the eyes of the law: the foundlings. This bill defines a foundling as a deserted or abandoned child or infant with unknown facts of birth and parentage.
For too long, we have ignored fulfilling our mandate in enacting legislation to address the needs of the foundlings in our country. As early as the 1934 Constitutional Convention, a discussion on the status of foundlings were made by the delegates. Delegate and Constitution Law author Jose Aruego said that the Convention believed that the cases, being too few to warrant the inclusion of a provision in the Constitution to apply to the

Mr. President, this is really heartwarming. First, I would like to thank the sponsor and author, Senator Risa, for filing this bill. I really appreciate it, especially with what I ve gone through. Many asked what I felt about running for the Presidency in 2016 and losing; and I say that there are many different reasons why we do things in life. And we don t necessarily feel a loss if we don t achieve them because there are other things that we ve achieved through them. And I think by having run for President, this issue on foundlings was discussed and as much as possible there was clarity given to it with the Supreme Court decision, although it is important to clarify even more with a law. And this is important not just to me but also to hundreds of foundlings who may still encounter some difficulties, not just running for public office but even serving as lawyers, doctors, teachers because they will ha
