In a vote, 7-3, the City Council on Monday approved a Home Rule Petition to the State Legislature that would change the City Charter to enact term limits on Councilors, School Committee members and the mayor. The measure came somewhat out of the blue by Councilor Anthony DiPierro two weeks ago, when he introduced it at the April 26 Council meeting. However, such a thing has been discussed for several years off and on. Those voting against the measure were Councilors Fred Capone, Gerly Adrien an...

With Council President Wayne Matewsky still recovering from health challenges, the City Council took the cautionary step to vote Councilor Anthony DiPierro in as President Pro Tempore – with DiPierro getting eight votes from his colleagues to lead the body until Matewsky can return. On Monday night, with Matewsky still in tough condition from a major heart attack he suffered while in Florida last month, Councilor DiPierro put a piece on the agenda calling for the election of a Pro Tempore. The City Council has called for a closer look in its Ways & Means Committee on spending for outside legal services, which amounted to more than $2.6 million over the last five fiscal years just on the City side of things. Most of the expenditures came from Mintz Levin in Fiscal Year 2018, and that involved defending the City on the Power Plant tax issue, which was a $659,771 cost that year. However, Councilor Fred Capone pointed out that KP Law – the City’s designated outside legal counsel ...

The Everett City Council met on Monday night and approved a plan to move their meetings to the Everett High School Library while their Chambers are being updated for better online capabilities, while at the same time approving a new Council rule that sets a code of decorum for remote online meetings. City officials told the City Council on Monday they are having a hard time filling critical positions in the administration, including the Election Commissioner, Diversity Director and the Planning and Development Director, among others. To that end they told the Council they would be hiring an outside job recruiter to try to lure candidates to these City positions, some of which have been vacant for some time. Councilor Fred Capone brought the matter up in an order on the agenda asking about t...

The City Council voted to enroll a Linkage Fee ordinance for residential and commercial properties after many years of discussion – and some rather intense negotiations over the last two weeks. The Council voted 10-1 Monday night to enroll the Linkage Fee ordinance, with Councilor Gerly Adrien voting against. Linkage Fees are a surcharge on, in this case, commercial and residential development, and for Everett, the money collected would only be able to go to funding affordable housing project...
