Under this policy all that i have seen from my several trips to cuba and have stud died is tt the leaders do better with this kind of policy, not the cuban people. this engagement is going to empower them. >> how do you have confidence in that proposition because of what you just said before, senator, every time something good happens to cuba it seems to only happen for the regime, and not the people, who are living in conditions and a lack of freedoms that many americans are still not aware of....
