two of the words used today to describe what was happening at the i.r.s. after we learned the agency singled out conservative political groups for extra scrutiny. tonight republicans are calling for a full investigation. and bill plante is at the white house has reaction. >> reporter: new revelations about i.r.s. targeting of conservative advocacy groups raise the level of outrage today across the political spectrum. >> this is not tolerable. >> this is truly outrageous. >> i don't care if you are a conservative, liberal, democrat or a republican, this should send a chill up your spine. >> reporter: the white house said the president expects swift action for any misconduct. but also noted that the i.r.s. is an independent agency. nonetheless, senator susan collins called on mr. obama to apologize. >> but the president needs to make crystal clear that this is totally unacceptable in america. >> reporter: the furor is certain to build when later this week the i.r.s. inspector general's office releases its report, a draft copy obtained by cbs news shows that senior i.r.s. officials knew it june 2011 that tea party and other conservative groups applying for tax exempt status were being red flagged. despite denials almost nine months later by then i.r.s. commissioner douglas shulman. >> there's absolutely no targeting. >> reporter: lois lerner is the i.r.s. official in charge of determining which organizations qualify for tax exempt status. according to the report, on june 29th, 2011, she was told that groups with the names tea party or patriots would face additional scrutiny. six months later in january 2012, the i.r.s. added political action organizations involved in educating on the constitution and bill of rights. the i.r.s. does not dispute the time line of the inspector general's report. republican congressman darrell issa says his committee will investigate. >> there's got to be accountability for people who are telling lies about it being done. >> reporter: the i.r.s. called the mistake low level and bureaucratic. that is not likely to satisfy members of congress. they are going to want to know who else spoke inside the i.r.s. and outside was aware of this, jeff. >> jeff: bill plante, thank you. in cleveland three women kidnapped for years are spending their first weekend home. through a spokesman they expressed thanks today but said they would not discuss the case in public until after the prosecution of ariel castro. terrell brown spoke with two eye witnesses who were there for the dramatic rescue. >> reporter: this cell phone video shows cleveland police moving in on ariel castro's home as they pry open the front door more officers run toward the house. jasmina baldrich recorded it. she was in a car with her friend ashley colon. how did you get this video? >> like we pulled down the street thinking cops was going to pull us over. then we see all this madness of police and they were going in the back of the house because there was all-- just trying to find a way to break it in. >> reporter: you had no idea what you were recording? >> nope, no idea at all. >> reporter: the video stops because the phone battery dies. but just before it cuts off it captured this image, a woman holding her child standing next to neighbor charles ramsey who heard her cry for help. >> the cop asked her, who are you? and she's like i'm amanda berry. we seen everything. we seen how they got the other girls from inside the house. they were shaking, it was so sad. >> reporter: you saw amanda's daughter? >> uh-huh. she had her in her arms, like she was carrying her baby the whole time. she wouldn't let go of the baby. and the baby kept saying daddy. >> reporter: less than a mile away ariel castro was arrested at a local fast food store. ariel's brothers pedro and onil were arrested but cleared. in an interview with cnn, they said they received death threats and they knew nothing about what was happening in their brother's home. >> if i knew, i would have reported it, brother or no brother. >> with ariel in jail, his victims are enjoying their first weekend of freedom. gina on wednesday gina dejesus's father looks forward to this day. >> that's the best mothers day present any mother could have! ( applause ) yeah. >> reporter: since the victims rescued, the curious have been coming here to see the house. cleveland police put up a friends around it today saying it is a crime scene and has to be guarded until after the trial. >> jeff: thank you. two weeks ago we told you about the murder of third grader leila fowler in northern california. this weekend police arrested an unlikely suspect. here's carter evans. >> reporter: the manhunt was intense. after eight-year-old leila fowler was found stabbed to death in her bedroom. authorities now say they have her murderer in custody. calaveras county sheriff gary kuntz delivered the news to a stunned crowd at a news conference saturday night. >> at 5:10 p.m. detectives arrested leila's 12-year-old brother at the valley springs substation and on charge of homicide. >> reporter: leila's brother told investigators he saw her with multiple stab wounds after seeing an intruder run from the home. hundreds in the town held a vigil for leila. many said for the first time they were locking their doors, fearing a killer in their midst. but the trail went cold and last week police suspended their search. just a day before the arrest the 12-year-old's mother priscilla rodriquez stood by him. >> i know my son has always been protective of his sister, you know. i just don't-- i don't know. >> reporter: investigators won't discuss a motive for the killing or what lead to the arrest. they will only say there was no intruder. >> citizens of calaveras county can sleep a little better tonight. >> reporter: perhaps they will, but if the charges are proven, the nightmare lingers. how could a 12-year-old in their community have committed such a violent act? carter evans, cbs news, los angeles. how could a 12-year-old in their community have committed such a violent act? carter evans, cbs news, los angeles. >> jeff: turkey arrested nine people today and charged them with yesterday's car bombings in a town near the syrian border that killed 46 people. turkey says the accused all have links to the regime of syrian president bashar assad. kelly cobiella has more. >> reporter: it was the deadliest cross-boarder attack since the war in syria began two years ago. two car bombs exploded in a busy market in a town that has become a haven for syrian rebels and refugees. most of the victims were turks. the turkish government immediately blamed the carnage on syria. interior minister muammer guler said nine people were arrested and confessed, he said they were part of a terrorist organization linked to syrian intelligence. syria's information minister fired back denying the charges, accusing turkey of causing trouble on the border by supporting rebels, even calling the turkish prime minister a killer and a butcher. today turkey's prime minister tayyip erdogon said his country would not be pull mood syria's war. but he warned anyone who wants to harm turkey will pay a price. turkey is struggling to cope with more than 300,000 refugees. the fear is, the ongoing violence from their neighbor's civil war is now spilling over ot border. kelly cobiella, cbs news, london. >> jeff: former defense secretary robert gates warned today against direct u.s. military involvement in syria. in a "face the nation" interview with bob schieffer gates said there are limits to the effectiveness of u.s. interventions. >> it begins with an act of war. and haven't we learned that when you go to war, the outcomes are unpredictable. and anybody who says it's going to be clean, it's going to be neat, you can establish the safe zones and it will just be swell, well, most wars aren't that way. >> jeff: president obama congratulated pakistan today on its election this weekend. unofficial returns from across pakistan show former prime minister nawaz sharif is poised to regain office after defeating his rival imran khan. the election marks the first peaceful transfer of power in pakistan's history. elizabeth palmer joins us from inside pakistan tonight. liz, what you can tell us about prime minister elect sharif? >> reporter: he is a wealthy man, a steel magnate. he is head of a moderate party called the pakistan muslim league and he's been prime minister before twice in the '90s. so he knows a thing or two about governing. he is remembered for authorizing pakistan's first nuclear test which did lead to the development of a weapon. his first challenge is going to be tackling this country's fiscal problems, essentially pakistan is broke. but he also wants to improve relations with the united states. he said that pakistan and the u.s. can find solutions to the issues that divide them and that would also include the issue of drones. pakistani people really dislike the american program of flying drones into pakistani territory. >> jeff: liz, imran khan, the former cricket player and celebrity got a lot of attention in this race and took this awful fall less than a week before the election off a platform. what does he do now?
