It took four pens to complete one signature — Gov. Ralph Northam’s — that sealed the final transfer of land from the U.S. Army to the state: the 4.97 acres

The transfer marked the end to 10 years of complex negotiations over various parcels of Army land at the former headquarters for the Training and Doctrine Command and before that for the Coast Artillery, said Northam, who had served for years on the board of the Fort Monroe Authority, the state agency that runs the property.

New restaurants, apartments and more could be in Fort Monroe's future as its governing authority issued the request for developmental proposals.

Fort leaders hope local developers will lead the way in coming up with uses for the 300,000 square feet of building space available.

The Fort Monroe Authority, which oversees the state’s property at the fort, is looking to redevelop around 300,000 square feet of building space at four sites. Fort leaders issued a request for development proposals on Nov. 17.

There's a grassy spot on the southwestern side of Fort Monroe National Monument that looks out across the expansive waters of the Chesapeake Bay.
