With the COVID-19 pandemic accelerating the global shift toward digital transformation, the use of electronic signatures in place of traditional “wet ink” signatures has become more common. In Singapore, the enforceability of electronic signatures is governed by the Electronic Transactions Act (Chapter 88) (the ETA), which draws a distinction between electronic signatures, secure electronic signatures, and digital signatures. Further, as part of its National Digital Identity Smart Nation strategic project, the Singapore Government has introduced a new “Sign with SingPass” digital signing service which enables SingPass users to electronically sign contracts, agreements, and other legal documentation.

HealthCerts, an amalgamation of cryptographic hashes, blockchain technology, privacy protection and proof identity, is a set of open-source digital standards which is utilised for the issuing of digital COVID-19 test result certificates. Developed jointly by the Government Technology Agency of Singapore (GovTech) and the Ministry of Health (MOH), this new standard will help facilitate and hasten the clearing of travellers at immigration checkpoints both locally and internationally.
HOW IT WORKS
From March 10 onwards, travellers who go through a pre-departure COVID-19 test at selected authorised clinics in Singapore will receive their results digitally in the form of a certificate that is automatically loaded into HealthCerts. This can be manifested in the form of an attachment or URL link to the digital certificate. Subsequently, these travellers will have to upload their digital certificate to a separate website called Notarise. This website enables locally-issued certificates to be formally endorsed by the MOH so that they can be recognised at Singapore’s Changi Airport as well as foreign airports.

Users logging in to government e-services with SingPass can now verify their identities more easily by scanning their faces or sending a one-time password over SMS to a trusted family member or friend.
The new two-factor authentication (2FA) options, rolled out yesterday in Singapore, are aimed at helping the less tech-savvy connect securely to e-government services.
They will still have to login to their SingPass account with a username and password, but they can do away with a separate physical token.

Singapore has added face verification as a two-factor authentication (2FA) option to log into SingPass, an account residents use to access e-government services. They also can choose to send their SMS one-time password (OTP) to another SingPass user's mobile number, which is offered to help less digitally savvy users navigate the platform with external assistance.
The two additional 2FA options were introduced as part of the government's efforts to support a digitally inclusive society, said Government Technology Agency of Singapore (GovTech) in a statement Wednesday. The government agency is responsible for the country's ICT and smart nation rollouts,
