This is automatic enrollment that requires those who are unwilling to participate to opt out. Immigrants tend to not change their my family and other immigrant residents are likely to have to figure out how to opt out of a program they dont understand. I believe the rates, its my understanding that the rates will be a way to provide tangible evidence of what we can do with the build out and jobs in the future. Rate below 11 that is affordable and competitive with pg e which were two of the goals that were prescribed.
