After around three months of negotiations, The Kessler Collection bought the former “Elks” building in downtown New Bern for $2.25 million on Jan. 4.

Many retail landlords had gone all-out to fill empty storefronts, offering concessions to tenants and saying yes to pop-ups. The strategy appeared to pay off, but now landlords may need to extend those temporary measures.

Tenants are being offered concessions like reduced rates and customized spaces, while vacant storefronts are being filled with pop-up shops and works by local artists.
