[ shouts ] >> reporter: in the 15 months since the benghazi attacks, the senate committee on intelligence has examined thousands of intel reports and internal documents. its conclusion? the attack was preventable, because the intelligence community provided ample strategic warning that the security situation in eastern libya was deteriorating prior to the assault. the warnings came amid at least 20 security incidents targeting foreign organizations in benghazi in the spring and summer of 2012 leading the defense intelligence agency and others to predict more anti-u.s. terrorist attacks in eastern libya. california democrat dianne feinstein chairs the intelligence committee. >> there were a number of attacks in the six months. the british experienced an attack on their ambassador. the red cross experienced an attack. and there were two smaller attacks with small bombs tossed over the fence. >> reporter: in response the cia began fortifying its facility in benghazi with a long list of security measures that were blacked out in the report. but at the lightly guarded state department compound a mile away few significant improvements were made. even after an i.e.d. attack in june 2012 blew a large hole in the u.s. compound's exterior wall. on the night of september 11th 2012, at least 60 different attackers easily gained access to the benghazi mission and set it on fire. some requests for more security in libya had been denied by state department officials in washington. at one point a frustrated u.s. officer in benghazi wrote to washington saying, "if there is a real mission, fund us and find the staff." senator saxby chambliss is the intelligence committee's top republican. >> i think the most significant finding that we made was the fact that this attack was preventable. i don't think there's any question about it. >> reporter: the report also found that the ambassador himself may have sent mixed messages. he did warn washington about the security situation but also turned down twice a d.o.d. offer for more security. there's another report coming out today from the house armed services committee, chaired by california's buck mckeon which looks at why there were no military assets in range to help the night of the attack. charlie and norah? >> nancy, thanks. a scandal inside the air force's nuclear weapons command is widening this morning. nearly three dozen officers at an air force base in montana are removed from duty. officials claim they cheated on a test. air force secretary deborah lee james says she is profoundly disappointed. david martin is at the pentagon. david, good morning. >> reporter: good morning, charlie and norah. this appears to be the biggest cheating scandal ever to hit the nuclear missile force, and it was uncovered in the course of a drug investigation into the possession of recreational drugs by missile launch officers. 34 launch officers at montana's moundstrom air force base were sharing answers in relation to a monthly proficiency test. >> let me state this a different way. there was cheating that took place with respect to this particular test. >> reporter: according to top air force officials, a launch officer last september allegedly texted the answers to other officers at the base. >> we've desertcertified all 34 officers involved. >> reporter: there's no indication it went to other missile bases at minot, north dakota, where secretary hagel spoke there just last week. launch officers also perform monthly drills simulating emergency war procedures. so cheating on a written test does not necessarily mean they don't know their duties. >> it's hard to cover up incompetence cheating one time on a test when you're going to have a monthly simulator with two ichb instructors watching you actually conduct the practical application of the knowledge in the simulator. you can't hide that. >> reporter: there are 600 missile launch officers in the air force, and by the end of today, all of them will have retaken that compromised test. meanwhile meanwhile, the drug implication has implicated three law enforcement control officers as well as eight other officers. >> all right. thank you. president obama will give his highly anticipated speech on nsa reforms tomorrow. he's expected to lay out a plan overhauling the surveillance tactics here and abroad. major garrett is at the white house. major, good morning. >> reporter: good morning, norah and charlie, and to our viewers in the west. ever since edward snowden, the former nsa agency contractor, began leaking information about the size and scope of counterterrorism surveillance this white house has been struggling with trying to preserve the programs that president obama has authorized in his five years in office and respond to the public pressure to restrict them. on wednesday, the president's top counterterrorism advisor here at the white house, lisa monaco presented him with a detailed memorandum about recommended policy changes. they're far less than some might imagine. the president has decided to preserve most of the existing surveillance programs but he will add new layers of government oversight. he will retain national security agency warehousing of all phone and internet tracking data kept in surveillance investigations. he will require higher level of administration approval of surveillance of foreign heads of state. and he will call for a privacy advocate to be added to the secret court that approves surveillance of foreign terror suspects. a presidential panel had recommended to mr. obama that he move the storage of internet and phone-tracking data from the national security agency to the private telecommunications companies where it originates. the president's rejected that idea believing it would be too complicated legally and practically, and also that it might not be as safe there as it would be with the national security agency. if congress comes up with a different idea white house officials tell us the president will fake a look at it. >> so on that, major, was there any specific intelligence that the president received, that influenced this decision? >> reporter: charlie and norah, look at it two ways. first of all, when the president was about to be inaugurated there was word of a potential terror attack on the entire ceremony. it shocked president to awareness that surveillance was a real issue he would confront. and in 2009, a bomb explode on a jetliner landing in detroit. that didn't happen. the intelligence community didn't have any awareness, and that ramped up the surveillance. and in the years since, they've said the spread of small al qaeda cells makes the intelligence more important, and the president has largely agreed we need to keep it for that reason. >> major thank you. two women are dead this morning after a shooting at a supermarket in indiana. the attack happened last night in elkhart, 150 miles north of indianapolis. police say the gunman used a semiautomatic handgun opened fire on an employee and a shopper. officers shot and killed the suspect. this morning, there is no indication the gunman knew his victims. no excuse. that's what the vatican is saying about the way it dealt with child sex abuse in the clergy. church officials were grilled at an unusual u.n. hearing in geneva. a vatican representative says the crimes can never be justified. pope francis established a special commission and the church promises to work with local authorities. this morning, new questions about the plight of america's only known prisoner of war in afghanistan. he is seen in a new video. he disappeared in 2009. the video is the first picture of him to appear in three years. margaret brennan is at the state department. margaret, good morning. >> reporter: good morning, charlie and norah. the video shows sergeant bergdahl alive, but gaunt and shaken. in it he references the death of nelson mandela, one reason it's believed to have been recorded last month. it has not been made public. the u.s. intercepted video proof that army sergeant bo bergdahl is still alive, though being health captive. exactly where is not clear. it is the first such video since these clips were released three years ago. on tuesday, the u.s. army told bergdahl's family a video had recently surfaced of their son. >> your country will not leave you on the battlefield. you are not forgotten. you will not be forgotten. >> reporter: they made a public plea to bring him back home as soon as possible saying as we've have done so many times over the past four and a half years, we request his captors to release him safely so that our only son can be reunited with his mother and father. the parents then directly addressed their son. bowe, if you see this continue to remain strong through patience. your endurance will carry you to the finish line. breathe. the u.s. had long believed that bergdahl is being held by militants linked to the taliban, which had offered in 2012 to swap him in exchange for the release of prisoners from the guantanamo bay military prison. that deal failed. with the u.s. poised to draw down its forces from afghanistan by the end of the year the berg bergdahl family is trying to make sure he isn't left behind. his fate remains a topic in the yet unsuccessful attempts to broker a peace deal with the taliban. >> margaret thanks. the academy award nominations are out. "gravity" and "american hustle" were both nominated for the most, ten. academy voters mom nighted amy adams, cate blanchett, sandra bullock, meryl streep and judi dench for best actress. christian bale bruce dern leonardo dicaprio, and matthew mcconaughey nominated for best actor. we'll bring you the announcement of all of the leading nominees. alex rodriguez is talking in public for the first time about the season-long suspension. he broke his silence in mexico city wednesday, and his lawyer filed a lawsuit to overturn that one-year ban. the yankees slugger says major league baseball may be doing him a favor. according to espn, rodriguez said quote, i think 2014 is a good time to rest mentally and physically, and prepare for the future and begin a new chapter in my life. a-rod plans to return to the yankees in 2015. 17 days left before super bowl xlviii takes over in new jersey, and this morning, law enforcement officials are hurrying to make sure one of the world's most-watched sporting events is also the safest. terrell brown is outside metlife stadium in east retherford. good morning. >> reporter: good morning. security preparations have been under way for the last four years, since metlife stadium was awarded the super bowl. since then security teams have been to the last three super bowls taking a look at what went right and learning from what went wrong. with just over two weeks to go before super bowl xlviii law enforcement officials say they're ready for anything. >> our tactical teams have been training throughout the year for different scenarios to include active shooter, bomb threats and hazards related to chemical biological radioological, or nuclear threats. >> reporter: as early as a week before the game, metlife stadium will go into a lockdown with vehicle checkpoints. fans can expect airport-type screening, and then some. 4,000 officers from more than 100 agencies will flank the stadium. s.w.a.t. team divers sniffer dogs, bomb units, and even a mobile hospital complete with a surgery ward, will be in place. >> we're approaching it basically from an air, land and sea concept, and hopefully none of this will come to fruition but we have to be prepared to take any of this on. >> reporter: juan is a former deputy national security advisor on terrorism for president george w. bush. he helped plan security for the super bowl from 2005 to 2008. >> authorities are always following threads and suspects and concerns that could materialize, and perhaps more importantly, and frighteningly, do any new threats emerge that may not have been on the radar screen. >> reporter: the federal government has considered the super bowl a level-one national security event since the september 11th attacks, and with the heart of manhattan set to transform into super bowl boulevard, security measures will stretch far beyond the stadium itself. >> nobody at this table needs to be reminded in the shadow of the world trade center how important this event is to make people safe in our region. >> reporter: no ott only are there security preparations but in the event of some type of major snowstorm, 900 plows are on stand-by. and then in the case of the possibility of a power blackout during halftime there is a power backup and a backup for that backup. so we shall see, charlie and norah. >> thank you terrell. time to show you the morning's headlines from around the globe. some in washington are demanding answers this morning. a big game. hunter becomes the target. you'll meet the man who spent $350,000 to hunt an endangered black rhino. he's facing critics like bob barker. others are taking outrage to extremes. this morning a battery commercial is the latest internet sensation. stars derrick coleman of the seattle seahawks. he is the only athlete in nfl history to play offense despite the fact he is legally deaf. bill whitaker caught up with coleman as he gets ready for a chance to break one more barrier. the super bowl. >> reporter: when the seattle seahawks take on the san francisco 49ers this weekend, no one will be paying better attention than derrick coleman. >> i have to be aware. i have to be focused more than everybody else. >> reporter: diagnosed with profound hearing loss coleman relies on lip reading and his own unique way of communicating with the quarterback. >> he knows to look at me. if he makes an audible a t the line of scrimmage, he knows tell everybody and just turn back at me one more time. he'll tell me the play. >> reporter: it's the way he's always played the game. >> i'm capable of doing what everybody else can do. whether if i have hearing loss or not. >> reporter: your hearing loss is no excuse? >> no. none. you can't use your problem as an excuse you know because you're not going to get to your dream. >> reporter: he was taught that philosophy as an early age. turns out to really know derrick's story you have to meet the parents. his mother and father were worried when their son began losing his hearing at the age of 3. >> you feel that -- that uncertainty. that fear as a parent, you know. is my child going to be okay? >> he was definitely teased. he was bullied, you know. they would call him four ears. >> my mom always said people who make fun of you and try to bring you down are already down. they're trying to bring you to their level. >> reporter: these days coleman wears a skull cap to keep his hearing aids in place under his helmet. as a kid he had to improvise. >> i took a pair of my panty hose. i cut the panty hose. tied the top of it. we'll see if this works, holds them in. lo and behold it works. >> a lot of people said your football career started with panty hose. everybody has their story. that happened to be mine. >> reporter: by the time he reached high school in southern california, it was coleman's athletic ability, not his disability, that garnered attention. >> i was like, wow. this kid, he can play football. i would be running up and down the field right alongside with him. at that point you started to feel it. you're like hey, he has something. >> look at him! oh, my god! go! he knew exactly where i sat. i couldn't sit around people in fear that they would say something negative about his hearing. he knew exactly where i sat. all the way at the top, alone, by myself. >> i always knew she was in that corner. >> reporter: despite his college stats, he rushed for 1,700 yards and scored 19 touchdowns for ucla, he was passed over in the nfl draft. >> maybe just a blessing in disguise. >> reporter: he was invited to try out for the seahawks. >> a bad thing happened. i didn't get drafted. well, there was an opportunity right after that to go prove to them prove them wrong that they should have drafted me. they should have got me. >> i think you've proven it. >> oh yeah. i'm proving it now. still got a long way to go. >> i was picked on. and picked last. >> reporter: coleman's duracell commercial has over 4 million views in only five days. >> derrick coleman! >> now i'm here. with a lot of fans of the nfl cheering me on. and i can hear them all. >> reporter: seahawks coach pete carroll says the ad is inspiring. and he's already seen coleman's positive impact on others. >> i've seen derrick talk to kids before that have the same kind of issues that they deal with. and he's an extraordinary model. and he's got a great message. >> reporter: a big dream has to be just sitting out there, the super bowl. >> we're within a week. that's why we're going to work hard all week. not many people get a chance to do that. >> reporter: for "cbs this morning," bill whitaker bellview, washington. >> he's awesome. >> oh man, he's good isn't he? >> well, businesses are constantly looking for insights into their customers, and they are deploying all sorts of technologies to do that. of course, as long as the wi-fi is on on your phone, you are broadcasting your locations. and the company i wrote about, it has been able to place sensors throughout many businesses in downtown toronto, restaurants, yoga studios, jim, theater, hotel, and that enables them to create a lifestyle profile on their daily travels. so just the way a web browser cookie would follow you across the web, i call it a cookie for your everyday live. >> what will companies do with the lifestyle profile they've created? >> what is interesting, i think right now we are at the point where the technologies can collect so much data about us and the stores and businesses are trying to figure out what to do with it. one of the businesses i interviewed said that because they knew how many customers went to the jim, they designed shirts with logo they could give out to people and they did local advertising, and for example, there's a company that looks at people -- looks at cell phones jogging through the park in the morning, and decides those people are early-morning joggers, and it tells businesses these people are early-morning joggers, and a lot of companies have not figured out what to do with the information companies are collecting about us. >> are they tracking people specifically? do they know norah is in store number 2, or do they just know the number of people in that store? do they have our identities? >> absolutely -- well it's a tricky question. the businesses do not get any it tea -- the identity and the point that i make in the story is that the line between anonymous and the companies knowing who you are is thin because there's lots of ways to know. if you have an app, say, twitter, you are broadcasting your handle so if a company can look at your phone and app they can make a connection for who they are or run a wi-fi log in. >> how do you prevent that people tracking where you are for those of us that want privacy? >> well, there is not that many ways right now without disabling the main functionality of your phone, so turn off wi-fi and don't get wi-fi. >> nobody is going to do that. >> this is a fact of the way the new advertising works, people because of the internet can target who their consumers are with much more precision? >> of course and location is one way they are doing it. that's why apple is getting involved verizon, and big companies are getting involved in that location data for that reason. >> i doubt a lot people will turn their wi-fi on and off. you cannot take onehis with you if you are flying. there's amnesty boxes outside security check points. they let flyers ditch their marijuana before traveling. it's illegal to bring pot on a plane. if you are caught with marijuana, you could be fined $2500 and you could face jail time. are you listening norah o'donnell? >> well, it's just when you say it that way. you know powerful. i don't focus every day on powerful. i mostly focus every day on, oh my goodness, we've got to solve this problem. >> reporter: that's incredibly modest. but you've crashed through a pretty big glass ceiling here at the pentagon. >> well, you know, i guess so. i don't think of it as a glass ceiling. i just think of sort of having done my job for a long time now and had the fortune of opportunities. >> reporter: during three decades of work in the industry, fox, a civilian analyst, has typically been the only woman in the room. something hollywood picked up in the '80s. >> a rolling reversal would work well in that situation. >> reporter: while shooting a movie at naval air station miramar in california where fox was working. you were the role model for kelly mcgillis in "top gun." >> that's right. the movie producers were looking for someone, a role that kelly mcgillis would accept. she declined aerobics instructor. the admiral i worked for declined to have her be a naval officer. me knowing absolutely nothing about this got called to the admiral's office. i walked in. they're looking at me. they're saying yeah that'll work. ♪ but baby believe me i know it ♪ >> reporter: what was that like having kelly mcgillis play you? >> it was very very weird. i don't know how to describe it. it was weird. they were filming in one of the hangars. so i went over and i remember distinctly, she walked up to me and she stuck her leg out and she said would you wear these to work here? i said you know no. i don't wear black seam stockings to work every day. >> she's a civilian contractor. you do not salute her. >> she turned around and said see, i told you. they didn't care. they made her do the scene anyway. >> reporter: you didn't quite have the same relationship with the fighter pilots as she did. >> no, no. i did not. that's absolutely true. i certainly never stood up in front of a group of fighter pilots and told them how to fly their planes. that was not my role out there. i was the cold war. i was analyzeing the way that our systems worked in the face of the then soviet threat. >> reporter: fox is now on the front lines of the budget war. congress just approved nearly $487 billion in new defense spend. that's $150 billion less than a pentagon received in 2008. fox has been tasked with shrinking spending even further. is it possible? >> that's a good question. of course it's possible. it's a big budget. and it's a big place. and it's a big bureaucracy. and there's always opportunities to make something like that more efficient. >> reporter: one way is cutting compensation. which fox says has grown 40% above the inflation rate over the past ten years. >> those who are serving, though, you know who sacrifice so much. >> they have. >> reporter: will say that sounds like mathematicians at the pentagon looking at where the numbers are. when it affects people who sacrificed a lot of blood and treasure, why are veterans being asked to take the cuts and not military hardware programs or other areas? "the butler"," i think "12 years a slave" took some of the civil rights thunder. oprah winfrey was expected to be nominated and she's not in this list either. >> i expected this yes. can i just have a moment of grief. >> i just thought you were managing expectations. no nomination for robert redford for best actor. >> no. it's probably too bad. this probably would have been his last chance to be nominated -- to win as an actor. he's won as a director and he had an on rare award about 12 years ago. >> how about best film? >> best picture, interesting that "her" was nominated. "philomena" is nominated. harvey is still in the race. he made a big push. he had five movies this year. that was the one he decided he wanted in there.
