Gov. Tom Wolf is recalling his nomination to the state’s utility regulator after GOP senators promised to block his candidates.
Wolf nominated Hayley Book to the Public Utility Commission’s board, which has been short a member for over a year.
Book, a Department of Environmental Protection climate adviser, is leading the administration’s effort to have the state join the Regional Greenhouse Gas Initiative (RGGI).
Republicans oppose RGGI because they say it will hurt the state’s coal industry and they don’t like that the Wolf Administration is joining without legislative approval.
Last month, they wrote to Wolf saying they would reject any nominee to the PUC unless he drops the RGGI effort. Wolf said he will continue to move forward with the effort.

State Senate Republicans say they will block Gov. Tom Wolf’s appointments to Pennsylvania’s utility regulator unless he stops his effort to have the state join a regional cap-and-trade program targeting power plant emissions.
It’s the latest escalation of their fight against the Regional Greenhouse Gas Initiative (RGGI), which they say will hurt coal communities.
The move shocked some environmental and consumer protection groups, who say Republicans are holding the Public Utility Commission hostage over an unrelated policy decision.
The PUC has been short a member since last April, when Andrew Place resigned after serving one five-year term.

Republican senators issued Gov. Tom Wolf an ultimatum on Thursday in yet another effort to derail the state’s entry into the Regional Greenhouse Gas Initiative.
In a letter to Wolf signed by 27 members of the Senate Republican Caucus and Sen. John Yudichak, I-Luzurne, the lawmakers said they would not confirm his nominee for the Pennsylvania Public Utility Commission until he withdraws an executive order committing the state to join RGGI next year.
“We have made it clear over the past 19 months that this is about the balance of powers in Pennsylvania,” said Sen. Joe Pittman, R-Indiana, who likened RGGI to a carbon tax on power producers. “It is dangerous precedent to tolerate the governor unilaterally imposing a tax. This moratorium on confirmation of PUC nominees is a reminder to the governor that Pennsylvania has three distinct and co-equal branches
