immigration? for three or four years now all i had heard was enforcement, enforcement. reporter: we met up with state representative bill wright on his ranch in utah 0 to talk about a brand new law he sponsored, hb-116, the nation s first law that would allow utah s undocumented workers to work legally. i believe in common sense, helpful solutions for both sides, that everybody can benefit and we don t leave a bunch of tragedies along the way. reporter: tragedies such as what? well, broken families. reporter: this woman we ll call kathy has lived in utah for 18 years. she has an mba, a job and she pays taxes. being in the shadows, you re afraid of everything. reporter: kathy entered the country legally on a student visa. at the time, she was given a social security number. the visa has since expired. under the new law, kathy and an estimated 110,000 undocumented immigrants who lived and worked in utah before may of this year
