what the name of the princess will be. and the overnight search at the watergate complex now leading into the morning hours. teams are clearing the rubble right now to make sure the structure is safe enough to search for a possible body. but first, we want to say hello sunshine. 70s today. and we could be talking 80s to close out the weekend. >> and sunshine is chuck's name right? that's your your seven-day forecast comes up. >> thanks chuck. we are following a developing story in the district. search crews are on the scene following that garage collapse at the watergate building. derrick ward has switched up his location on us for a reason. what you got going on behind you? >> reporter: moments ago things picked up a bit. you see that truck there? there is a bobcat on the other side a small excavator that is now moving dirt and putting it into the truck. a few minutes before the truck was there, you can get a lay of the land. this construction is going on mainly behind the main building here. there's a lot of renovation going on. but yesterday around 10:00 there was a collapse. a 40 by 40 foot section of the garage section here came down taking down several levels below it. when they gan to search with ab cadaver dog alerted on the pile. then they started to shore up what remained of the structure so they could get in there. now, we have seen members of d.c.'s search and rescue or collapse team here on the scene. and they are still here at this point. we don't know however, if there has been anything newfound. we'll try to find that out for you. what happens here is although this building is under renovation people not only from the watergate complex but others use that garage for long-term parking. the effort remains underway. as far as we know now, the last big news was a cadaver dog alerted on a debris pile here. you're live at foggy bottom. derrick ward news4. at noon marchers in baltimore will begin marching towards city hall. last night police arrested 15 protesters for violating the curfew. police say they are no longer on tactical alert but the curfew will stay in effect through the weekend. yesterday the state's attorney announced it was a homicide. all six police officers involved in this death are facing criminal charges. take a look at their shots. officer caesar goodesongoodson, he was driving the police van that carried gray when he suffered a spinal injury. three others are charged with involuntary manslaughter. the two on the top are charged with assault. all six officers bonded out of jail last night. police chased and detained freddie gray nearly three weeks ago in baltimore and once detained officers did find a knife clipped inside his pants. it is a knife that was legal to carry. based on that evidence the states attorney says they should not have placed gray under arrest. once he was arrested officers failed to keep him safed in the police transport fan. >> the knife was not a switchblade and is lawful under maryland law. once again, mr. gray was not secured by a seat belt in the wagon. >> the police officer's union fired back at mosby's decision to charge the officers. it is calling for an independent prosecutor to review the report. >> no officer injured mr. gray caused harm to mr. gray and they are truly saddened by his death. they have grave concerns about the fairness integrity of the prosecution. >> now, the central part of this investigation was freddie gray's transportation to the police station. for a detailed timeline of that ride open the nbc washington app right on your phone. this morning people need your help solving a triple shooting in prince george's county. we brought you this breaking news story last night. the shooting happened at a strip mall in capitol heights. three men were shot. one in critical condition, the others expected to be okay. this was not a random attack police said. if you have any information, call police. all right. our breaking news story of the morning, the british royal family is welcoming a new princess. her royal highness the duchess of cambridge has given birth to a girl. she weighs 8 pounds and 3 ounces. >> and earlier we were looking at st. mary's hospital in paddington this morning. that's where you can see the town crier making the announcement in the most traditional way. it is announced in the most modern way on social media today on twitter as well as instagram. and britain's prime minister the mayor of london and millions of other people are sending in their congratulations this morning via twitter. a how to pay the money for that. >> reporter: her friend suggested creating a go fund me page online raising the money needed through donations from friends and strangers. >> i can't thank them enough. i'm beyond words speechless. >> reporter: go fund me says last year more than 100,000 educational campaigns were created for tuition raising about $13 million. to avoid having to ask online, experts say apply for financial aid early. states and schools often dole out money on a first come first serve basis. and don't be afraid to ask for more aid especially if something has changed in your life. >> a good rule of thumb for a student is they shouldn't take out more in loan debt over the course of their college career than they'll make in their first year. >> reporter: even though she raised a.m. school leaders at montgomery county public schools are changing the rules on reporting child abuse. "the washington post" says it calls on district leaders to establish leaders for a code of conduct for employees. providing training with support from experts and developing screening processes for employees, contractors, and volunteers. the school system is reviewing after a teacher who pleaded guilty to child sex abuse. we learned gang members are now targeting middle school recruits. gal members are targeting members from sterling middle school. at least one of the students is already a member but other students were asked to join the gang. this is back in march. the office is now using surveillance video to identify the gang members. did you hear there's a big fight tonight?
