That was dysfunctional. And so the commission took years to respond but it finally did and we acted initially to take care of interstate rates a few months ago. We acted again to look at the entire we passed an order looked at entire portfolio, meaning intrastate rates. Right now parties are poised to challenge that. So we have already published in the federal register which gives them a green light to move forward and they are moving forward and we are responding to some petitions for stay. Host so it is in the court system right now but, how much of a reduction in rates are you looking at . What we have seen, we heard rates as high as 14 a minute. That is unusual but we are on record that has happened. On average a dollar or so per minute. Families were paying hundreds of dollars a year to speak to their loved ones. What were going to see now is 10, 12, depending on the size of institution, cents per minute. It will make a tremendous difference in lives of families in terms of afford
Changed, the ecosystem has changed because of the power of one person. To all of the commissioners agree . Mrs. Clyburn all of the commissioners agree with me on principle. In terms of application, there are differences. You may have noticed there were 2 persons who did not agree. One did not vote for it proactively. Again, i think everyone wants. Elief they did not necessarily agree on the course we took, but i think it was the most balanced, fair, and best for relief. Lets bring John Mckinnon into the conversation. Talk about the procedures under way, and what will happen for families. Are they able to make a call at lower rates, is that starting to happen . Mrs. Clyburn we are going to, in addition to responding to those challenges in the immediate term, we will allow for a sixmonth transitional window for the majority of the providers. Families are already seeing some relief. Those who make intrastate calls have arty scene relief. Some states have arty acted. Already acted. People

Amina fazlullah, what is this Lifeline Program . Howd it come about . Guest so the Lifeline Program actually came about during the Reagan Administration in order to provide a subsidy to make sure that low income persons would have access to Voice Service, Telephone Service. And, you know, this comes from the notion that having everyone on the network, having access to public safety, having access to each other and commerce is incredibly important. And for low income be persons, making sure that they had Additional Support to do that seemed necessary, and so thats where the program began. Host and how many people participate in this program . Guest as of this past year, about 13 million. Host and whats the cost . Guest well, so the cost of the program is, so its a 925 subsidy per household. H
And that relationship that we have with canada has enabled us to truly be able to provide Aerospace Control and maritime warning. That relationship is critical to the security of the United States and canada. Both our countries benefit from that against existential threats. Now our threat from the south is not presently an existential threat but it is a Security Threat nonetheless and this threat that is transnational in nature exploits seams between countries. Its an organized threat. It is a networked threat. It is agile. Its adaptive and it can reach the point to where it actually destabilizes regions and it can also challenge sovereignty.
