A committee appointed by the Uttarakhand government, headed by retired Supreme Court Justice Ranjana Prakash Desai, has compiled a comprehensive four-volume report spanning 749 pages, offering a multitude of recommendations.
Union Minister for Law and Justice Arjun Ram Meghwal said on Monday that the Uniform Civil Code is in the consultation process and being reviewed by the Law Commission of India.

If passed, Uttarakhand will be the first post-independence state to enforce the UCC. The UCC aims to establish uniform laws for marriage, divorce, inheritance, and succession, transcending religious boundaries, but remains a contentious issue due to concerns over cultural diversity, minority rights, and political motives.
The Code applies only to those who identify within the binary genders of male and female who are in heterosexual relationships. It is progressive on 'illegitimate' children, but fails to recognise 'irretrievable breakdown' of marriage as ground for divorce.
