MANILA - The local government of General Mariano Alvarez (GMA) in Cavite expects more benefits, including health care services, through devolution of government functions. In June 2021, President Rodrigo Roa Duterte signed Executive Order (EO) 138 mandating the transfer of certain functions from the national government to Local Government Units (LGUs). This is in connection with the Supreme Court's landmark Mandanas-Garcia decision, which will increase local governments' share in national taxes beginning next year. With the impending government decentralization, the national government delegates programs and projects and gives more power to LGUs. Along with the increased funding due to the said SC ruling, the LGUs are now preparing to take on these tasks such as the case of GMA.
