leslie marshall and radio host larry o'connor, welcome to you both. we have heard a lot about the president saying congressional leaders that we thought we had an understanding, his talking about the shutdown but these folks have been good to me, i'm taking that into consideration, maybe the shutdown after the midterms. >> though not typical of the president to change his tune out of talk out of both sides of his up on an issue. in my opinion the president saying we are going to shut down the government if i don't get what i want is tantamount to my kids when they were in the toy section not getting what they wanted. he says i don't care about politics, this is not political, that is not true. a lot of republicans said if you do this before the midterms we could lose one or both chambers in congress and that is why, he admits it wouldn't be as good a deal so basically we are finding out political and not a good deal. >> most americans don't want to begin with. >> i had a lot of meltdowns and target as well. there's a lot of stuff i would like to get. with that in mind the president has said he thinks the gop does if you don't make a deal with the democrats and force them into this before the midterms but also a bit of a gamble especially in swing house districts where they might not want to see such a hard line on the wall and immigration. >> leave it to rush limbaugh 30 years and getting a juicy headline from the president. i got to say conventional wisdom says the government shutdown is toxic politics for republicans but this president has always turned conventional wisdom on its ear. i think there's some political benefit to tell the american voters take a stand for something and you stand for something as important as border security, national security, enforcing immigration laws and one other thing, keep your promises, this president is trying to keep his promise and you can't get cooperation from the house, democrats won't do anything for him so maybe using this leverage is a good thing. i think it is good politics to stand by what you believe. >> we see an israeli through the campaign a year and a half into the administration the build a wall campaign still happening everywhere. former president obama issuing a new list of people he is going to be helping and endorsing, notable names, the senate race in texas, ted cruz, aurora, now congressman not there, and alexandria ocasio-cortez is not on the reader. does this say anything to you? >> i think it is a smart thing, he can't endorse everybody. when he says he is going to endorse he is not only going to be out there, but physically going to these places and he has to be in districts that are going to help the individual that is running. that will not be the case in a red state like texas when you look at o'rourke and president obama is not speaking to, not going to be as palatable to the very far left of center democrats or more moderate a right wing democrats we may see in texas. the list is appropriate where his endorsement could help. it does not always help the person running. >> reaction tonight from the right saying bring it on, they lost more than 1000 legislative seats across states all over the country while president obama was campaigning and endorsing people, they say this is great. >> president obama was the best thing to happen to republicans across the country. i think the part of leslie's analysis is spot on. alexandria ocasio-cortez does not need barack obama. it would be a waste of an endorsement. what is interesting with these candidates running in trump heavy red states the only way they have a chance of winning is to run to the right, to be more centrist, try to appeal to those voters who were trump voters. i think barack obama, a true leftist doesn't want to be associated with joe manchin or o'rourke, who does have to appeal to those red state kind of voters because then he has to be endorsing some of their ideas and their ideas are anathema to barack obama who is now free of any kind of electoral burdens. he is a leftist and now he is going to be a leftist. shannon: so many juicy political nuggets we could discuss but we are out of time so please come back. the aclu sues the trump administration accusing them of violating the constitutional rights of adults who cross into the us illegal and are now being detained which of next, gop congressman at a center housing children, not subject double the california republican tells us exactly what he saw plus 3 democratic governors to turn down federal dollars if the trump administration sticks to a pledge to no longer allow your tax dollars to close clinics, does it make sense to refuse millions and arguing this is putting healthcare ascus at risk. >> the aclu backing another suit lawsuit against the trump administration alleging illegal immigrants, adults were being held in a federal prison in california being denied constitutional rights like food, healthcare and religious freedom. republican congressman from california off his visit to a child immigrant detention facility, plenty to talk about. thanks for joining us. i read an account that said in the place you visited it was clean, orderly, the kids were taking field trips, most of them were reunited with the adults they came here with. that doesn't fit the narrative from media outlets. >> know. let me say we should not need any of these facilities at all. we should be securing our borders, stopping the catch and release program and fixing our broken immigration system but specifically on this facility is not going to let them deny niemi access. i wanted to make sure the two girls that were there two weeks ago the first time i tried to visit were reunified with their parents and they were. >> you mentioned to have electric congress, the things they need to get done in the immigration makeover. is there an appetite for it? i hear from both sides of the aisle who talk a big game. >> hard-working taxpayers are demanding it and i was willing to push the other party and my own party as well. we have to get this done and congress has got to continue to bring this issue up to find a real solution. >> what do you think of the president talking about a government shutdown either pre-or post-midterm elections? >> it shouldn't come to any of those types of issues or demands. congress needs to do its job. we brought up a bill and this bill had a lot of the gang of 8 issues that came out of the senate that had every democrat in the senate who voted for, every democrat in the house had signed onto it. the media across the country said you need to get this done so we introduced nearly the same bill and not when the democrats supported it so obviously this is very political and the american public needs to continue to push congress to get its job done. >> i want to ask about two court cases. first the ruling from the ninth circuit sang the trump administration cannot take away funding or limit funding for synchronicity's because they don't agree with their policies meaning they won't cooperate with federal law enforcement with respect illegal immigrants, the ninth circuit ruling grants the power of the purse to congress, not the president. devon o'malley said this -- he calls the ruling a victory for criminal aliens in california who continue to commit crimes knowing the state leadership will protect them from federal immigration offices. what do you make of the situation in california on that front? >> it is disappointing because this is not about immigration but the rule of law. we are a free society based on a set of laws we need to follow and i want to make sure we are not going to punish communities like mine. i want to see all levels of law enforcement working together and we deserve state communities was one of the things i continued to press the administration on is to make sure we have passed through to communities where our sheriffs are working with all levels of law enforcement so that our sheriff's and penalized and the process for doing their jobs. but we do have cities in california and the governor for a sanctuary state. that doesn't create safety for anybody. >> the aclu lawsuit, a number of adults who came here illegally didn't have room for ice so there are being held in a prison instead. the aclu says they are denied healthcare, food and sunlight. they are suing to get them out of prison, not sure where they would go. >> it is disappointing. we had several people in legislation and appropriations to expand these facilities so we are controlling the influx at the border to house them in these detention centers as well as have more judges so we could have expedited due process but ultimately we have to control the border and not let people just roam free. some are pushing for open borders, getting rid of ice. i am going down to the border with a group of other members to take a look at not only new border security proposals but look at these detention centers. >> all right. >> looking forward to talking to you more about it. >> thank you for joining us. democratic governors threatening to withdraw their state from all title x family planning funds if the trump administration goes forward with proposed changes that would affect clinics that provide abortions. pro-life group say that is putting ideology above not abortion services, garrett tenney tracking details. >> what the white house wants to do is make sure taxpayer dollars are in no way promoting or encouraging abortions. that has prompted backlash from a growing number of state democratic leaders who argument is unconstitutional and unethical for the government to limit access to abortion. 14 democratic governors threatening to sue the trumpet ministration over changes to the title x family planning program but this week three governors said they are going to take it a step further. of the trump administration moves ahead with proposed changes the governors of washington, oregon and hawaii are threatening to pull their states out of the program and turndown millions in federal funding that come with it. the $260 million program provides grants to clinics with health services to low-income nations and planned parenthood is among those who receive those grants. that would change if the defendant of health and human services goes into effect because it would, quote, prohibit recipients from using title x funds to refer or support abortion as a method of family planning. if that happens the three western governors are willing to turn down a lot of free money coming into their state. last year hawaii received $3 million in grants according to the national family planning and reproductive health association. oregon received $2.7 million. washington got nearly $4 million but governor jay in the we of washington believe the proposed changes to title x are unethical and doesn't want his state to be a part of it. >> we will stand with planned parenthood against the trump administration's barbarous efforts put a gag order in place to prevent women from getting access to a legitimate, medically appropriate information. >> pro-life groups like concerned women for america say this is nothing but a political stunt by democrats, quote, the fact that three governors are willing to take the path on $10 million and instead choose planned parenthood over care for poor women is shocking. this is an unmasking of the radical ideology behind abortion and proof that health care for women was never the point. there are a lot of strong opinions on both sides of this issue, the of human services received 190,000 comments on the proposed rule. the agency is going through all of those before deciding whether to make any changes to the room before it goes into effect and once it does a lot of folks planning to file lawsuits. >> my mailbox was flooded the last few weeks from people on both sides of this was there's a lot of passion in the administration not afraid to weigh into it. breaking news next, donald trump orders sanctions for turkey over jailed american pastor andrew brunson. turkey actually turning into an enemy?
