virus and symptoms parents need to be aware of. something very scary at this moment. but let's begin with president obama. he meets with congressional leaders later today to talk about his plan for combating isis. he'll unveil that plan to the public on wednesday. >> in the meantime, prime minister abadi has been sworn in, in iraq. it's supposed to include sunnis and kurds, a requirement for continued u.s. support in the battle against isis. u.s. secretary of state john kerry hailed the new iraqi government as a major milestone. take a listen. >> just a few hours ago, overcoming the obstacle of ethnic and sectarian divides, the iraqi parliament approved a new and inclusive government, one that has the potential to unite all of iraq's diversities for a strong iraq, a united iraq, and to give those communities a chance to build a future that all iraqis desire and deserve. >> two u.s. ha law enforcement officials believe they may have discovered the identity of the british-speaking man in the isis video. they fear his identification may endanger hostages. there's no word yet on whether it's the same masked man seen in the isis individual oversteven sotloff, the second american journalist killed by isis. and a u.s. official says the obama administration is proposing a u.n. security council proposal. it would require laws to curb the flow of foreign fighters. the official says this proposal will be circulated this week among 15 security council makes with approval likely at the general assembly later this month. and we are learning new details about u.s. president obama's plan to defeat isis. the controversy recently said there was no strategy. now he will unveil his plan on wednesday. >> as jim sciutto tell us, the president is predicting success, but it won't be easy, and it won't be quick. >> reporter: a new isis video shows the terror group's threat in alarming tee tail. filming from their own drones in the sky, isis takes a syrian air base with military precision. feari fearing taking the haditha dam, the u.s. launched another air strike. now president obama will unveil a new plan, lasting as long as three years. >> we are going to be able to not just blunt the momentum of isil. we going to systematically degrade their capabilities, shrink the territory that they control, and ultimately, we're going to defeat them. >> reporter: phase one, air strikes in iraq against isis targets, a campaign already underway. phase two, equip and train forces on the ground to defeat isis, and phase three, eliminate isis in syria. already, canada, like the u.s., is sending military advisers to assist kurdish forces. the u.k., germany and italy are sending weapons to the kurds, and australia is providing airlift capacity. together, it is an unprecedented campaign, unlike even the assault on al qaeda, which is at 13 years and counting. >> isis is fundamentally different. they have held a lot of territory. they have a military structure and organization, so they present more of a target. the question arises what will happen after the military targets are destroyed. after the tanks are gone, after the armored personnel carriers are gone. where do we take the campaign from there? >> reporter: the president will be acting with greater american public support for military action. a new cnn poll shows that 50% of american are ready and willing for military action as a general rule and 90% say they see isis as a threat specifically to the u.s. jim sciutto, cnn, washington. >> those numbers incredible, of course, and we will hear more on the detail on wednesday. we want to turn to a story that's sparking a lot of controversy here in the united states. ray rice was a star american football player near the top of his game. well, now he's banned from professional football. >> all of this through a video showing him punching his future wife. a warning to you, this is going to be disturbing to everybody. within hours of this video's release, rice was fired by his team and suspended indefinitely by the national football league. we have more on ray rice's downfall. >> reporter: a shocking instance of domestic violin caught on camera. ray rice punching his then fiance janay palmer, knocking her out cold, callously dragging her from the elevator. the reaction, swift, terminated by the ravens, indefinitely suspended by the nfl, his career possibly over. that was not the reaction when the video from outside the elevator was published by tmz in february. rice was suspended two games, considered by many, way too forgiving. through it all, janay palmer stood by herman. >> i love ray, and i know he will continue to prove himself, to not only you all, but the community. and i know he will gain your respect back in due time. >> reporter: even appearing to apologize for her role in the incident. >> i did deeply regret the role that i played in the incident that night. but i am happy to say that we continue to work through it together. >> reporter: both were charged with assault in the february incident at an atlantic city casino. >> my actions that night were totally inexcusable. you know, that night, let me just put it this way. that night i replay over and over in my head. >> reporter: both the ravens and nfl said they had not seen the video from inside the elevator until it was made public by tmz today. he was undergoing a pre-trial intervention program that would have kept him from being prosecuted and giving him a clean record after a year. >> we are continuing to strengthen our marriage and do what we have to do for ourselves collectively and individually and working on being better parents for raven and continuing to be better role models for the community. >> reporter: it forced the hands of the ravens and the nfl. the season just beginning, domestic violence now in the spotlight. >> yeah. in the spotlight. truly, u.s. president obama weighing in on the suspension. >> a statement released by the white house said, quote, the president is the father of two daughters, and hike any american, he believes that domestic violence is contemptible and unacceptable in a civilized society. hitting a woman is not something a real man does. and that's true whether an act of violence happens in the public eye or, far too often, behind closed doors. stopping domestic violence is the plane came down over eastern ukraine back in july, all 298 people on board were killed. kiev says pro-russian separatists shot down the plane, which they deny. >> shelling struck mariupol over the weekend. we are joined live from the ukrainian capital, so, reza, let's start with that very fragile truce, if we could. a lot of people are saying what truce? this is the problem. it's so fractured, isn't it? >> reporter: yeah, if you're an optimist, you look at the past 12 hours, rosemary, and it's been relatively calm and peaceful in the conflict zone, but that simply hasn't been the case over the past four days. when you establish a cease-fire, you want to see peace, you want to see calm, but over the past four days there's been significant instances of weapons fired, shellings, and that raises a lot of questions about the durability of this cease-fire. however, there have been positive developments once again. yesterday petro poroshenko got on the phone with vladimir putin. and they both appeared to be committed to holding this cease-fire, keeping it in tact. and, again, the past 12 hours, relative calm, relative peace in the conflict zone, and that's good news moving forward with this cease-fire, rosemary. >> let's look at this report now. because we know that dutch investigators will be releasing this, but the problem was they had very limited access to the crash site, didn't they? so let's look at where they're drawing all their information from and really what we can expect from this report. >> we can expect some answers, but not all the answers. this is obviously a critical day for this investigation and a very critical day for the families who lost loved ones on mh17. the question was, what happened to this flight. was it an accident? was it shot down? we expect to get some of these answers, but not all of them. the dutch safety board, the organization investigating this has come out and stressed they're not out here to conduct a trial, they're not here to cast blame. what this preliminary report is going to reveal is all the information that they've gathered over the past couple months. that information includes the flight data recorder, the voice data recorder, satellite images, information from the ukrainian air traffic control, pictures from the site. what's made this investigation very difficult is that this agency has not had access to the crash site. you recall right after the crash happened on july 17, the site was not cordoned off properly. everybody pretty much had access to the site, including journalists. soon after, it was the pro-russian rebels who took over the scene, and there were all sorts of allegations and reports of people tampering with evidence. all of this has made for a very unusual set of circumstances for investigators. it's made their job difficult. even so, they're going to release a preliminary report, the full report is not expected to be released for another year. >> reza, in reality, are we ever really going to find out who actually shot down this plane? >> reporter: it's hard to say, rosemary. many brief it's unlikely. obviously, there's been a lot of accusations aimed at pro-russian rebels and the russians. many said there was a tweet that came out on july 17, saying that they'd shot down a military plane, that that tweet disappeared once everyone learned it was a passenger plane. ukrainian officials here in kiev have alleged ly received information. but the russian and rebels will have plausible responsibility. it's going to be unlikely for the investigation to reveal exactly what happened. >> cnn's reza joining us from kiev. still to come, widespread flooding in asia has left thousands stranded. and working together to help those affected. we'll be back in a moment. welcome back, everyone, more than 350 people have been killed in severe flooding caused by monsoon rains across india and pakistan. >> rescuers are still trying to rescue thousands of people left stranded. let's go live to our bureau chief in india. break down for us how bad the flooding is on both sides of the pakistan/india border and how exactly people are getting help right now. >> reporter: yeah, it's a pretty bad situation. i'd like to show you the pictures from the indian side of the border first. hundreds of villages in kashmir remain submerged, including the city of srinagar. officials i've spoken with say that some of the flooding is as high as 15 feet. so entire houses are submerged. thousands of people have been stranded. they're trying to find the highest point they can to seek refuge. their roofs, neighbors' roofs. anything. they have been able to manage thousands of people by boat and helicopter, but this is a massive undertakinundertaking. most roads are under water. the airport is functioning, but it's very hard to get there. phone lines are down. we haven't been able to get in touch with people there. on their own, the people of kashmir haven't been able to do much. the death toll is likely to increase. it's a similar story in pakistan. thousands of people stranded. it's a very hilly region, so naturally, there are valleys quite low lying, and given the rains of the last week, the very heavy monsoon rains and the flooding of some of the main rivers in that part of the region, this is looking quite bad. >> it sounds like, especially as we watch these images, you're talking about communication lines being done, it being difficult for anyone to get the help they need. this is a very mountainous region as well. how well, then, can these two countries work together. of course india and pakistan have this long and tumultuous history, but india's new prime minister, mr. mori has offered help to pakistan. describe to us if their relationship seems to be coming together in order to help people in this region or not. >> reporter: we, the rhetoric on either side has been spot on. i mean, mr. mori, when he toured the region on sunday said he was devastated by what he saw. and he said that all of india's resources are at pakistan's disposal. pakistan immediately responded by saying in kind that they, too, were willing to help the indians in any way that they could. now that's one side of the story, of course. but many analysts i've spoken to have been pointing out that this remains one of the most heavily militarized borders in the world. the two countries have fought many wars since 1947 when they became independent. much as though they're talking about collaborating it is quite unlikely that they'll share military resources, given the years of secrecy and spying between the two. but at least for now it's heartening to see the two countries talking that way. for now, it seems like they're both going to have to focus on the situation on their side of the border respectively. this is some of the worst flooding we've seen in decades. >> you hope these countries can work together more for the sake of just saving people, but as you mentioned there, military secrets are highly fwar lly gua particularly in this part of the world. it is approaching 1:00 in the indian region. this year, the region is being deluged with record-setting rain, and these are pictures from las vegas where flashed intoes left cars stuck in the water there. rescuers managed to pull drivers to safety, but a driver in tucson, arizona drowned in a flash flood. and this is the scene north of las vegas. a section of interstate 15 is shut down after floodwaters washed away the road. 200 children were trapped in an elementary school. all made it home safely we are happy to report. >> it's just stunning when you look at those aerial images and see how widespread that brief flooding is for more than historic flooding in the southwest, our meteorologist joins us with more of a braeak down and interesting stats, i'm sure. >> you have to have less than 10 inches of rainfall in any given year to be considered a desert. what we saw here in seven hours mounted up to 70 to 80% of that rainfall for some areas. but phoenix in particular, records here date back 119 years, since the beginning of 1895 where 44,000 days of records have been kept for the city of phoenix. not a single one of those 44,000 was as wet as this one between 2:00 and 9:00 in the morning in the city of phoenix. the wettest single day on record. phoenix, the gateway community college, nearly 7 inches. arizona state university, we novknow evacuations are in plac for some apartment complexes. flash flood watches in effect for the four corners states. when it comes to the amount of water on the ground and the flooding potential. the vast majority of the rainfall seems to be out of there. hardest hit is southern utah, northern arizona around the grand canyon, and they have a possibility of heavy rainfall. quickly want to take you to the indian sub continent. it's hard to believe that we're actually defish tcient in parts india. you work your way into pakistan, we're going to show you some staggers satellite images. this is what it looked like two weeks ago. this is what it looked like in the past 24 hours. in spots, this river, the water levels have risen some 18 feet, and the width has expanded out to 10 kilometers or 6 miles across. this river here six miles across. that is how staggering it is and why it is such a major concern, because so many people living across this region, on the order of hundreds of millions when you work your way down to the indus basin. pakistan one of the most mountainous places on our planet. so when you go from those northern portions of pakistan down toward the arabian sea, the elevation lowers and the water will make it downstream by later this week and cresting is possible for people further down stream. >> that's going to be a major problem. >> yeah. it's not going anywhere. marin cilic has won the u.s. open men's championship. he used his strong serve to defeat nishikori. >> nishikori was striving to be the first man from asia to win a grand slam. and his country men tuned in to a sport that doesn't get a lot of interest in japan. will ripley has more i know you say it's not about you. you are asking for people to trust you to go into any negotiations if and when they happen with london. it is about you, you're a crucial part of this. >> i don't think it's about an individual political party. i think it's about freedom for our country. we are confident that people see it in that light. this is about believing in ourselves, and it's that belief in ourselves that is pushing the yes campaign forward. and that's fundamentally more important than any individual, any political party, anything like that. it's a belief in ourselves that has given us a look at the americans invented the modern world. we're more than capable of running our own affairs. >> reporter: in theory, this isn't about alex salmons. but scots will only vote yes if they think he can see this through. max foster, cnn, edinburg, scotland. the british currency has slumped. on monday the pound fell to a ten-month low over the u.s. dollar. london has promised scots more autonomy if they stay in the u.k. the world health organization warns of a dire situation in africa. more cases of ebola are expected in the coming weeks. there are no free treatment beds anywhere in liberia, which is causing an exponential rise in infections as patients are forced to go untreated. meantime, an american who contracted ebola in sierra leone is being flown to the u.s. the air ambulance is expected to arrive this tuesday morning in atlanta, and meantime, there's this respiratory illness in the u.s. that's now swept across at least 12 states, leaving hundreds of children quite ill in hospital. >> yeah, this is a big concern. one senior doctor called it unprecedented in terms of the numbers of children needing intensive medical care. >> reporter: a child struggling to breathe. >> it's a parent's worst nightmare. >> reporter: this is 9-year-old gabriele, hooked to tubes. >> she went from a cold to critical in a very short time. >> reporter: the result of a hard-hitting quickly spreading respiratory virus. >> kids that don't normally end up on a ventilator end up on a ventilator. >> reporter: it's briefed to be ent row virus evd 68. it results in difficulty breathing, typically within 24 to 48 hours >> from this i couldn't breathe at all. no wheezing or anything. just couldn't breathe. >> reporter: it hit 12 year old matthew york so hard he was rushed to the hospital by ambulance. >> he was hunched over with his hand on his chest. and physically and visibly, you could see the chest pumping back and forth. >> i thought i was going to pass out or die or something. >> reporter: doctors in ten states are seeing patients with serious symptoms from the northwest to the south east. 475 children treated at one hospital in kansas city. 60 requiring intensive care. 900 sent to colorado children's hospital. and this is in the last couple of weeks. the cdc is now investigating, working to confirm a diagnosis, but there is no simple test, no vaccine. the illness spreading so quickly that experts with the cdc are worried this could be the proverbial tip of the iceberg when it comes to severe cases. >> just hope to get better. >> reporter: fortunately, both matthew and gabrielle are on the mend. >> you look at that and say god, if i let this go any longer how low would that have gone, and i'm glad to be bringing my daughter home. >> reporter: until this outbreak is under control, parents and doctors alike urge vigilance and more hand washing, ana cabrera, cnn, denver. all right. we'll keep an eye on that story, but still to come, a preview of what apple has up its sleeve for its big media event later today. can the tech giant still dazzle the public? back in a moment. if you've shopped at home depot, listen up. they have confirmed a massive data breach. the company believes hackers breached payment systems at nearly 2200 stores based in the u.s. and canada, adding that the attack could have happened back in april. >> the new york times is reporting that the number of credit cards could top 60 million. now that would make it larger than the breach last year at target, which affected 40 million cardholders. all right, well, apple is holding a hotly anticipated event today in california. the company is expected to launch several new and updated products. >> we never get confirmation, so we're just kind of assuming that it could include a bigger iphone, a smart watch maybe and a mobile payment system. but as samuel burk reports, a security scare is already raining on apple's parade. >> reporter: there's a nasty cloud hanging over what's supposed to be apple's biggest event in years. last week, nude photos of celebrities went public. in part because of weak security measures on apple's icloud. the news helped push apple stock down nearly 5%, wiping nearly $25 billion off the company's market value. the last time apple unveiled a completely new product was the ipad in 2010. it's been four very long years since then and investors are eager for ceo tim cook to finally deliver the first brand new device under his helm. apple stock has seen major ups and downs since steve jobs' death. on top of that, ipad sales have begun to stall, falling 16% year to year. the clock's been ticking as tech watchers have waited and waited for apple to deliver its first wearable technology. rivals like samsung have leaped ahead with six different offerings. the hack of naked celebrity photos has overshadowed what was meant to be tim cook's long awaited moment in the sun. security concerns couldn't come at a worse time analysts say, as many predict apple's about to launch a mobile payment system. >> the recent snafu with icloud and celebrity photo the being put all over the web, you may have some skeptics say saying hey, do i want to trust apple with my financial information if they can't keep jennifer lawrence naked photos from being all over the place? >> reporter: samuel burk, cnn, new york. all right, coming up, a young prince has a sibling on the way. details after the break. well, less than a month after the official sale of the los angeles clippers, the controlling owner of another u.s. pro basketball team, the atlanta hawks is selling his interest in the franchise. >> we're talking about bruce levinson. he admitted he wrote a racially offensive e-mail two years ago. he has since apologized. the issue of race is front and center in the national basketball association. >> reporter: it's the e-mail that cost a team. in 2012, atlanta hawks majority owner bruce levinson fired off these insights into why they weren't attracting more white ticket holders. looking around our games, it's 70% black he wrote, my theory is that the black crowd scared away the whites. he said i think southern whites simply are not comfortable being in an arena or bar where they were in the minority. he said it bothered him eve, an have even bitched that the kiss cam is too black. levinson was one of sterling's strongest critics, speaking out to wolf blitzer. >> donald sterling, what he said, on his part, i can't be partners with somebody who shares those views. >> reporter: sunday levinson issued an apology and announced that he's selling the team, dumping the pr nightmare into the lap of steve kuhnen. kuhnen told me he was dumbfounded when he read the 2012 e-mail. >> it said business bigoted e-mail. and it is breathtakingly stupid as far as a business communication. what were your thoughts when you read it? >> i couldn't believe it. i think you could say breathtakingly stupid. i think i had an audible gasp. >> and there are no words to describe. there's nothing but mortified and angry. >> reporter: koonin told me it came to light after it was discovered as a racially offensive the remark. >> i have fpunished mr. ferry i excess of the findings. >> reporter: in what way? >> we're going to keep what that punishment is as a team a private matter. but i can assure you, we listened. we reacted. and we've put a punishment that is appropriate. some will say it's too harsh. some will say it's not more shall enough. >> reporter: an internal investigation was sparked. attempts to reach ferry have been unsuccessful. have you spoken to any of the team? >> there was a meeting. i addressed them. >> reporter: what was that like? >> it was like walking into a funeral. these are young men who wear our city's name and our logo on their chest. they play for a team. and they are supposed to be supported by their ownership, and ownership failed in supporting them. >> reporter: cnn tried to speak to levinson, but he has yet to be seen publicly since the sale announcement. >> reporter: when was the last time you spoik to levinson? >> yesterday. >> reporter: what did you say? >> i think it's best if you walk away. >> reporter: what did he say? >> you're right. >> reporter: of course all of this came out yesterday, sunday, the first day of the nfl season. so many people were focused on football, not on the nba. so it's going to be interesting, now that this information is coming out about this e-mail and what was said, what the reaction will be is likely to grow. martin savage, cnn. >> we'll be watching that one closely. fall is just days away, and some of the coolest weather in four months is about to move into large parts of the u.s. our meteorologist joins us and we are talking some really cool temperatures. even some chatter about snow?
