PUBLIC seating is to return to the Inner Close in Winchester. The seats had been removed by Winchester Cathedral because people were breaking the social distancing rules by gathering there. IT HAS only being going about 15 years but the Winchester Cathedral ice rink has already become a city institution. Generations of children have taken their first tentative ice skating steps in the rink that has been in place every November and December until this year.
