Some dont need to be updated. Some do. For example, were talking about police radios, dive teams to Domestic Violence to issues of officer involved shootings, so a lot of these department general orders input from the community and some of our stakeholders, and more particularly as well hear next from the dpa, and its collaborative effort. But what people need to know is each general order is reviewed to update technology, update changes in the law, and each department is held to these general orders. They have to train to these department general orders, and then, these sadly are sometimes the basis for discipline for officers if they dont follow the general orders. We know a big part of our Public Safety efforts are for not, thats one tool we have is to make sure we have these protections in place. Were also experiencing a crisis in Law Enforcement in San Francisco just like other places around the country and it makes sense that we strengthen our laws to build this trust and thats what this update here is about. Since we pass ted 2013 legislation due process for all, the federal fwo ft came up with Priority Enforcement Program which doesnt deal with detention letters, now they send a letter saying we should notify them when one of our persons at ice believes is undocumented. If they know whether they called the police or became a witness or a victim of a crime, that could result in a deportation, possibly their own deportation, that would put a series Chilling Effect on them wanting to pim up the phone and help police resolve crime.
