to do what you tell me to do or else. i mean, i came here for help, the last place i would think would abuse me is here. >> this woman is a long-time ceo and was herself a battered woman. >> i want you to know the safety and health of our clients is of the upmost concern to me and our staff. when we get complaints i want you to know we investigate them and take them very seriously. >> stan's shelter is in an undisclosed location on the emergency side, 12 beds on the transitional side, five apartments for families. 66-year-old roz entered stan's emergency shelter last august. she was there for five weeks. >> they're not educated enough. they have no compassion and show you no respect when you go to complain about something. and i have another five or six women that i could connect with you that have the same experience. >> i brought my kids to stan to keep them safe and i feel like i'm back with my abuser, it is just not right. >> all the women we spoke to said they complained to their case workers as well as one who wrote a letter. the complaints are largely ignored. >> they came there on the run, with a bag of whatever. they need help there and are not getting it. >> any client who has a concern with stan and the way we provide services is extremely concerning to me. and i will continue to investigate any allegations that come our way. >> none of the women we talked with want stan to close its doors. they know firsthand the need is too great. in contra costa county. >> last year they received a $4.2 million grant to prevent domestic violence homicides. and the serial killer who police say killed five victims the zodiac killer claimed he killed 32 others, but now, reporter vic lee says there is a new theory on who the zodiac killer is. >> reporter: in september 1999, a man killed one person, the police confirmed this was a zodiac killing. at the time l.a. publicist chris harris was making a documentary about the zodiac and he went to napa, he was sitting in a diner not far from another customer. >> then he turned around and said do you have any idea what it's like to know you have to kill? no i didn't say a word. i sat there in terror. >> reporter: decades went by and last year, this book, "the most dangerous" was published. this man claimed his father was the zodiac. chris harris was stunned. >> but this is the man in the diner. >> reporter: harris says he has further proof that best is the zodiac. in 1969 the cab driver paul stine, was killed in san francisco. days later, the zodiac sent a letter saying he did it along with a piece of a bloody shirt. police also found fingerprints make may belong to the zodiac. harris' associate explains, here are earl best's prints. >> right here is shows he has a scar. the zodiac left his fingerprints on the cab. and the same scar on the right index finger is right there. >> reporter: again, here is best's fingerprint with a scar. this is a print left on the taxi perhaps by the zodiac. san francisco police spokesperson esparza said the book's author did speak with investigators before but it went nowhere. >> the information we obtained may not have had the amount of events that we need or it could be some other factors with we were not able to make that connection. >> reporter: police say in almost five decades they have investigated and cleared thousands of suspects. and the tips? they keep coming in. vic lee, abc 7. and the california jobs picture is looking pretty good. the state unemployment rate has fallen to 7% and 11,000 jobs were added last month in the bay area alone, making five good years since the '90s in fact. however, the picture is not so rosy for hundreds of dream works employees, they plan to close the studios they operate in the redwood city building complex. the pdi dreamworks according to the l.a. times half the people who work here will be laid off. the others will be offered jobs in glendale. pdi glenn works produced shrek and madagascar movies. vandals hit a morgan hill elementary school with messages of hate causing thousands in damage. abc 7 news reporter chris nguyen has more on who the police believe is responsible. >> reporter: a morgan hill community is on edge after vandals hit paradise valley elementary school talking the graffiti all over campus she lives nearby and was stunned. >> even if it was just graffiti it is scary. it may get worse. >> reporter: references to the kkk, rap songs, a rock band the use of marijuana and other graphic images were spray-painted all over campus. >> with the tags on the school property and the walls and concrete and doors we believe it was juveniles based on what was tagged. >> reporter: police say it happened sometime last night or early this morning. the graffiti, first noticed by the custodian, was seen today. >> it didn't occur while students were there, we want our students to feel safe while they're at school. >> reporter: not far away, police say one house was tagged, two vehicles smashed. this woman came outside to find her car hit by the vandals. >> that is really not nice, totally not funny or cool not appreciated at all. >> reporter: neighbors still in disbelief. >> i was shocked and hurt that people would actually waste their time doing something like that, that type of destruction. >> reporter: the elementary school is outfitted with surveillance video. we have been told that the videos were turned over to the police department for processing. anyone with information related to the case is urged to call morgan hill police. abc 7 news. police are asking for your help tonight identifying a man who has been robbing drug stores. in mountain view, police released this surveillance video of the suspect wearing motorcycle gear. he struck three times in the past six weeks, once in mountain view, and twice in morgan hill, each time demanding oxycontin and threatening with what he referred to as a bomb. if you have information please contact police. and getting a car stolen is a big loss and hassle. but really what has a redwood city woman upset is what was inside, she was carrying her scrap book albums she made of her two children inside the mini van. and losing it was painful. especially since her hard drive crashed. but what she misses the most are the irreplaceable memorabilia. >> the little details of your children of highway 1 that connects mill valley to the marin coast. abc has more on why they're working overtime to get it fixed. >> reporter: contractors are working around the clock. >> we're working seven days a week from dawn until dusk with 16-hour days. >> all in hopes of removing these detour signs that were here since the big bay area storm. >> this was a result of several days' rain. >> and just fix and the neighbors call the beams soldier piling because they line up and stand at attention, a view from above shows what they will look like, each steel pile sticks up about six feet but they go connection of fossils. tonight, leanne melendez has a look inside. >> reporter: this is one of the largest bell and clock towers in the world. students at cal know what to expect every day at noon. those are the magical sounds of the music on the observation deck. a former cal student is one of the few people who can play this instrument as a master, the instrument having 61 bells. >> partly this gives you enough strength to make the bell ring. >> reporter: when it was first built, there were 12 original ones today this woman donated large sums of money to the university. over the years they added more today there are 61 including the 11,000 pound great bell bear which features this carving of young bears. it is open to the public. >> it is pretty heavy. >> reporter: what many don't realize is that inside there is a large collection of fossils housed here even before the tower was entirely completed. >> this is part of our you know fossil heritage. this is a record of prehistoric life from california. >> reporter: mark good is an expert at cal. this is a high number of the fossils from los angeles. the palentologist s have a tray of cat skulls. while the large canine tooth was missing you can see how sharp the front teeth were. >> the jaw would open up and pierce the flesh. >> reporter: the tower is conveniently located near the valley life science building, making it easy going to go to our beach hazard statement a high surf advisory in effect until sunday morning with waves exceeding heights of 15 feet, breakers washing over large rocks, unpredictable wave action, the rip current a possibility. be careful if you plan to go down to the beach. the air quality for the next couple of days is not looking great. certainly for tomorrow there wouldn't be much improvement in the air quality on sunday and monday either, we expect considerable improvement on tuesday, here is the forecast animation, fog in the central valley, and some locations in the inland east pay archeologists in the golden gate area they taught them what to look for. that used to be the quarters for sutro mansion. >> you excavate and have story lines come from the artifacts. it is about common people and they don't leave a whole lot of roar records behind. >> one of the story lines was around this coin that the students found, imagine how thrilled they were. now, they must look into the mystery. >> how interesting for them. there is much more to come. jeb bush's message to auto dealers gathered in the bay area. he is not seeing the economy the way they do. also tonight the burial of king abdullah the successor puts the saudi's future in the hands of live from the kgo tv broadcast center, this is abc 7 news. the nation's auto dealers are meeting in san francisco this weekend and many are expecting a banner year in 2015. so much so that hiring and expanding dealerships are on their minds. but so is the unpredictability of the economy and that is the message they got this evening from a keynote speaker who could be eyeing a spot in the white house. david? >> reporter: well, ama, the auto dealers' economist is forecasting sales this year of 16.9 million vehicles, up from 9 million just five years ago. now they're saying that lower cost of gasoline and certainly the improving economy are helping. but the former governor of florida, jeb bush, the keynote speaker today is cautiousning that the economy could be much more robust. the oil prices, if they go up will that be a major blow? >> the bigger risk right now are income and wages. we have got to see income and wages rise if we're going to sustain this 16-million plus or 17 million unit pace. >> florida governor jeb bush sees the question of economic growth. >> 60% of americans believe we're in a recession. they're not dumb it is because they are in a recession. >> however, auto sales numbers don't seem to reflect that. jacob sign looks at the numbers. >> there has never been six solid years of growth the way we're seeing it now. we're just coming it off of november and december which ended the best year in history. >> dealers say they feel consumer confidence in buying cars expanding their operations. dennis cook is a vw dealer in the san diego area. >> we're looking to expand and hire people. we're expecting it to be the same or maybe a little bit better than the past year. >> if gas prices remain low, dealers do believe they will need to give incentives for smaller vehicles. >> i think the fuel efficient cars will take a downturn because of gas prices. suvs and trucks continue to move. >> the deal erers see more cars moving off the lot this year and they are looking forward to more models and the cutting edge technology being developed right now in silicon valley. in san francisco david louie abc 7 news. and jeb bush is not the only governor on the campaign trail. new jersey governor chris christie will be the keynote speaker next month in san francisco. and a measles outbreak causing parents to be more careful. one mother told us her daughter is too young for shots. so she is keeping her child away from large crowds in enclosed spaces. another mom said her two-year-old boy will get his second shot next week. four is the usual age for the second measles vaccinations. >> the kids in school, who don't have the vaccine yet i don't want him to be able to pick up something and maybe he doesn't get sick but maybe he transfers it to somebody else. >> a new study has found clusters of bay area children who are missing out on recommended vaccines. the l.a. times recommends the data comes from kaiser permanente, the data from 2010 and 2012 the clusters show the bay area and contra costa county and marin. and 79-year-old king salman moved quickly to name a future king if he were to suddenly pass away. the former king abdullah passed away. saudis took to streets today in mourning. salman takes the throne at the time when the ultraconservative kingdom is dealing with problems with the youth question, over half the population is under 25. and there are 225,000 miles of over head utility in california, enough line to wrap around the globe more than six times to give you some perspective. they're ugly and dangerous, and for the past 50 years there are efforts to put them underground. but there is still a very long way to go. >> reporter: there are wires for cable, phones and wires for power. and some wires that seem to go nowhere. a spider web of utility lines all over california. >> there are wires all over everywhere. >> reporter: alex lives on a quiet street in san francisco's castro district. outside his home, utility lines chris cross the road. >> it is a blight on the city. >> reporter: to make matters worse we've actually been paying to get rid of the wires for the last 50 years but they are still here. utility customers pay for a program that is supposed to bury the wires. at the current rate of replacement it will take generations to complete the task. >> it will take 600 years. >> reporter: she says san francisco is among the worst places for over head utility wires in the state. not only are they an eyesore they're dangerous. overhead power lines are especially vulnerable in earthquakes and storms. one downed wire can take out power for thousands of people. >> in our area in mill valley, hit the wires, took out 10,000 residents. >> reporter: the city of san francisco put half of the utility lines underground, but still 470 miles of line are still hanging from poles. and despite the constant threat of power outages, the city has no plans to bury the remaining lines. why? because they have already spent all the money. the last time the city buried any wires was on this project at ovtavia boulevard in 2005. it ran so far over budget, the city already used all the money coming up for the next 15 years. >> san francisco spent beyond its means in the last round of undergrounding which causes it to halt it. however, all citizens of san francisco continue to pay off the debt. i hope we learned our lessons from the past and can actually have a plan moving forward. >> reporter: supervisor kate tang runs the program. her district is over run. >> we can't just allow the allocated funding with the utility underground program. >> reporter: she is asking the city to explore how it can move forward with future projects. >> so that we actually know, how long can it take to achieve the x number of lines underground, because right now it is literally all up in the air. >> reporter: tang hopes to have a recommendation forwarded to the board later this year. so it is a mess as you can see but as bad as it is in san francisco the rest of the state is actually further behind. at the current rate it will take a thousand years to bury the wires throughout california. >> wow. well up next from 7 on your side. opening up cuba. yeah, michael finney says you can master card says tonight that it will allow the credit cards that it has issued in the united states to be used in cuba starting on march 1st. yes cuba is the hot destination for travellers now that the united states has started to normalize relations after 50 years. >> yes 7 on your side michael finney has more. >> yes it is a big change you can get there from here but not on a scheduled airline carrier and not just to drink rum on a beach. there are still barriers to cuban travel. gary levitch of san francisco arrived in cuba two days after president obama made his historic announcement. >> to make a college education more accessible to more people. last week governor brown and janet napolitano agreed to work together on the cost of running the california system. napolitano is pushing for more state funding. the governor is insisting on no more tuition increases. both developments begin to address a 21st century reality. without at least a college education most young people will be frozen out of the new economy. stuck in low paying jobs without the bright future we need them to have. that is bad for them and the country. nations around the world brazil, russia, india and china and others are on the march now with quickly growing economies and increasingly educated and trained work forces. to compete and to protect our standard of living education is the key. we can't guarantee the quality of outcome for every american as the saying goes but what really matters is that we do everything possible to guarantee the equality of opportunity. let me know what you think. district. >> the transit authorities say the driver slammed right into the side of the train. the video shows the vehicle's broken hood. we know at least one person inside was injured but no injuries reported on the train. >> satellite has been set up to help the commuters at the crash site. we'll continue to follow this on abc 7 news on bay area. i'm ama dietz. >> it is supposed to be a place for comfort and shelter. but tonight a shelter is being accused of letting those women down. in fact, some of the women there say they feel like victims again by the people who are supposed to help. laura anthony has more. >> me and my children were being abused. we didn't have anywhere to go. >> reporter: chana is a single mother a survivor of domestic abuse who moved into the shelter in november 2013. it is run by an agency called stand for families free of violence. they received more than $5 million annually in government grants and private donations. >> i know that there is not good food in the emergency shelters. sometimes it is very very old bread that is about two weeks old. there is no food for the babies there, it is really disgusting unclean. no mattress covers on the mattresses. >> reporter: a few months later, chanda was accepted and turned to the shelter. she says things got worse especially after she reported that a staff member was stealing donated items meant for clients. >> i have seen verbal attacks from the staff. i have seen them yell and make accusations and lie. i have seen them kick women out with nowhere to go. >> now i'm not going abused by a man but by a system. >> rachel is a survivor of domestic abuse she and her two children are also in stan's transitional program. rachel says she, too, has received abuse from staff. >> this mental abuse it feels like i'm with my partner, i'm going to do what you tell me to do or else. i mean, i came here for help, the last place i would think would abuse me is here. >> this woman is a long-time ceo and was herself a battered woman. >> i want you to know the safety and health of our clients is of the upmost concern to me and our staff. when we get complaints i want you to know we investigate them and take them very seriously. >> stan's shelter is in an undisclosed location on the emergency side, 12 beds on the transitional side, five apartments for families. 66-year-old roz entered stan's emergency shelter last august. she was there for five weeks. >> they're not educated enough. they have no compassion and show you no respect when you go to complain about something. and i have another five or six women that i could connect with you that have the same experience. >> i brought my kids to stan to keep them safe and i feel like i'm back with my abuser, it is just not right. >> all the women we spoke to said they complained to their case workers as well as one who wrote a letter. the complaints are largely ignored. >> they came there on the run, with a bag of whatever. they need help there and are not getting it. >> any client who has a concern with stan and the way we provide services is extremely concerning to me. and i will continue to investigate any allegations that come our way. >> none of the women we talked with want stan to close its doors. they know firsthand the need is too great. in contra costa county. >> last year they received a $4.2 million grant to prevent domestic violence homicides. and the serial killer who police say killed five victims the zodiac killer claimed he killed 32 others, but now, reporter vic lee says there is a new theory on who the zodiac killer is. >> reporter: in september 1999, a man killed one person, the police confirmed this was a zodiac killing. at the time l.a. publicist chris harris was making a documentary about the zodiac and he went to napa, he was sitting in a diner not far from another customer. >> then he turned around and said do you have any idea what it's like to know you have to kill? no i didn't say a word. i sat there in terror. >> reporter: decades went by and last year, this book, "the most dangerous" was published. this man claimed his father was the zodiac. chris harris was stunned. >> but this is the man in the diner. >> reporter: harris says he has further proof that best is the zodiac. in 1969 the cab driver paul stine, was killed in san francisco. days later, the zodiac sent a letter saying he did it along with a piece of a bloody shirt. police also found fingerprints make may belong to the zodiac. harris' associate explains, here are earl best's prints. >> right here is shows he has a scar. the zodiac left his fingerprints on the cab. and the same scar on the right index finger is right there. >> reporter: again, here is best's fingerprint with a scar. this is a print left on the taxi perhaps by the zodiac. san francisco police spokesperson esparza said the book's author did speak with investigators before but it went nowhere. >> the information we obtained may not have had the amount of events that we need or it could be some other factors with we were not able to make that connection. >> reporter: police say in almost five decades they have investigated and cleared thousands of suspects. and the tips? they keep coming in. vic lee, abc 7. and the california jobs picture is looking pretty good. the state unemployment rate has fallen to 7% and 11,000 jobs were added last month in the bay area alone, making five good years since the '90s in fact. however, the picture is not so rosy for hundreds of dream works employees, they plan to close the studios they operate in the redwood city building complex. the pdi dreamworks according to the l.a. times half the people who work here will be laid off. the others will be offered jobs in glendale. pdi glenn works produced shrek and madagascar movies. vandals hit a morgan hill elementary school with messages of hate causing thousands in damage. abc 7 news reporter chris nguyen has more on who the police believe is responsible. >> reporter: a morgan hill community is on edge after vandals hit paradise valley elementary school talking the graffiti all over campus she lives nearby and was stunned. >> even if it was just graffiti it is scary. it may get worse. >> reporter: references to the kkk, rap songs, a rock band the use of marijuana and other graphic images were spray-painted all over campus. >> with the tags on the school property and the walls and concrete and doors we believe it was juveniles based on what was tagged. >> reporter: police say it happened sometime last night or early this morning. the graffiti, first noticed by the custodian, was seen today. >> it didn't occur while students were there, we want our students to feel safe while they're at school. >> reporter: not far away, police say one house was tagged, two vehicles smashed. this woman came outside to find her car hit by the vandals. >> that is really not nice, totally not funny or cool not appreciated at all. >> reporter: neighbors still in disbelief. >> i was shocked and hurt that people would actually waste their time doing something like that, that type of destruction. >> reporter: the elementary school is outfitted with surveillance video. we have been told that the videos were turned over to the police department for processing. anyone with information related to the case is urged to call morgan hill police. abc 7 news. police are asking for your help tonight identifying a man who has been robbing drug stores. in mountain view, police released this surveillance video of the suspect wearing motorcycle gear. he struck three times in the past six weeks, once in mountain view, and twice in morgan hill, each time demanding oxycontin and threatening with what he referred to as a bomb. if you have information please contact police. and getting a car stolen is a big loss and hassle. but really what has a redwood city woman upset is what was inside, she was carrying her scrap book albums she made of her two children inside the mini van. and losing it was painful. especially since her hard drive crashed. but what she misses the most are the irreplaceable memorabilia. >> the little details of your children that you log in the books is not something that i can write out exactly everything that i had. >> erin posted pictures of her scrap books on social media hoping somebody would spot them. she is asking the delivery drivers to keep an eye out for the treasured belongings. still to come, the impact this washed out highway is having on bay area businesses that mateo and all the bay area this is abc 7 news. they are hard at work repairing a road since the big bay area storm last month. the section of highway 1 that connects mill valley to the marin coast. abc has more on why they're working overtime to get it fixed. >> reporter: contractors are working around the clock. >> we're working seven days a week from dawn until dusk with 16-hour days. >> all in hopes of removing these detour signs that were here since the big bay area storm. >> this was a result of several days' rain. >> and just look at where the slipout is from the dirt road. >> think of an oreo cookie with 3/4 of the filling gone most of the road washed away with the pavement above and nothing underneath it. >> this is the fix and the neighbors call the beams soldier piling because they line up and stand at attention, a view from above shows what they will look like, each steel pile sticks up about six feet but they go down about 20 feet from where i'm standing each one of them encased in concrete. caltrans has done it before and they know they will do it again. >> any time you have a coastal highway, especially a mountainous coastal highway you will have problems. >> nobody knows that better than the inn keeper here at the pelican inn. >> we have washouts sometimes big ones. >> but nothing like this, it has been a headache. >> lots of phone calls asking if we're still open can we get here, do i still have a reservation? >> you can see they found their way here on the one remaining road. but this road is in bad shape. >> it has been almost ten years that it is a single lane in some places, now that is ten years. >> some delivery trucks can't make it and it is hardly ideal for fire trucks. that is why caltrans is in such a hurry. jonathan bloom, abc 7 news. and uc berkeley's most recognized landmark is the tower that will turn 100 years old. you may be surprised to learn that the contains a large connection of fossils. tonight, leanne melendez has a look inside. >> reporter: this is one of the largest bell and clock towers in the world. students at cal know what to expect every day at noon. those are the magical sounds of the music on the observation deck. a former cal student is one of the few people who can play this instrument as a master, the instrument having 61 bells. >> partly this gives you enough strength to make the bell ring. >> reporter: when it was first built, there were 12 original ones today this woman donated large sums of money to the university. over the years they added more today there are 61 including the 11,000 pound great bell bear which features this carving of young bears. it is open to the public. >> it is pretty heavy. >> reporter: what many don't realize is that inside there is a large collection of fossils housed here even before the tower was entirely completed. >> this is part of our you know fossil heritage. this is a record of prehistoric life from california. >> reporter: mark good is an expert at cal. this is a high number of the fossils from los angeles. the palentologists have a tray of cat skulls. while the large canine tooth was missing you can see how sharp the front teeth were. >> the jaw would open up and pierce the flesh. >> reporter: the tower is conveniently located near the valley life science building, making it easy for students to analyze them. and so the old bones live in perfect harmony with the sounds of the past. at uc berkeley, abc 7 news. iconic. well we are getting unusual weather as you know for this time of year in the bay area. look at the video we got at the aquatic park in san francisco. the temperatures reached upper 60s this afternoon and will be warmer this weekend. on the coast really big waves, we found this at the pacifica pier where the high surf is out. >> scary, i miss the marine i am looking forward to next week. so please rain. >> let's turn to anchor spencer christian, those waves can be dangerous. >> they certainly can. there is a danger of rip currents, be careful on the coastline if that is where you're heading. the weather may attract you there. live doppler 7, clear skies across the bay area temperature readings still fairly mild, after sunset, 59 degrees in san francisco, low 60s, fremont to san carlos, cooler in fairfield where it is 48 degrees right now. i'm going to go to our beach hazard statent a high surf advisory in effect until sunday morning with waves exceeding heights of 15 feet, breakers washing over large rocks, unpredictable wave action, the rip current a possibility. be careful if you plan to go down to the beach. the air quality for the next couple of days is not looking great. certainly for tomorrow there wouldn't be much improvement in the air quality on sunday and monday either, we expect considerable improvement on tuesday, here is the forecast animation, fog in the central valley, and some locations in the inland east pay could see patchy fog overnight. here is a live view from our camera looking at clear skies, the forecast features poor air quality tomorrow with high temperatures on sunday. cooler cloudy next week with just a hint of light rain coming our way. the satellite imagery showing the ridge of high pressure, the dominant feature through the weekend. record highs likely on sunday as i said as you look at the golden gate bridge, the look at the projected high temperatures for sunday. compared with the existing records, if they hit 71 in san raphael, san jose, they will all be records for january 25th in those locations, tying the existing excavate and have story lines come from the artifacts. it is about common people and they don't leave a whole lot of roar records behind. >> one of the story lines was around this coin that the a banner year in 2015. so much so that hiring and expanding dealerships are on their minds. but so is the unpredictability of the economy and that is the message they got this evening from a keynote speaker who could be eyeing a spot in the white house. david? >> reporter: well, ama, the auto dealers' economist is forecasting sales this year of 16.9 million vehicles, up from 9 million just five years ago. now they're saying that lower cost of gasoline and certainly the improving economy are helping. but the former governor of florida, jeb bush, the keynote speaker today is cautiousning that the economy could be much more robust. the oil prices, if they go up will that be a major blow? >> the bigger risk right now are income and wages. we have got to see income and wages rise if we're going to sustain this 16-million plus or 17 million unit pace. >> florida governor jeb bush sees the question of economic growth. >> 60% of americans believe we're in a recession. they're not dumb it is because they are in a recession. >> however, auto sales numbers don't seem to reflect that. jacob sign looks at the numbers. >> there has never been six solid years of growth the way we're seeing it now. we're just coming it off of november and december which ended the best year in history. >> dealers say they feel consumer confidence in buying cars expanding their operations. dennis cook is a vw dealer in the san diego area. >> we're looking to expand and hire people. we're expecting it to be the same or maybe a little bit better than the past year. >> if gas prices remain low, dealers do believe they will need to give incentives for smaller vehicles. >> i think the fuel efficient cars will take a downturn because of gas prices. suvs and trucks continue to move. >> the deal erers see more cars moving off the lot this year and they are looking forward to more models and the cutting edge technology being developed right now in silicon valley. in san francisco david louie abc 7 news. and jeb bush is not the only governor on the campaign trail. new jersey governor chris christie will be the keynote speaker next month in san francisco. and a measles outbreak causing parents to be more careful. one mother told us her daughter is too young for shots. so she is keeping her child away from large crowds in enclosed spaces. another mom said her two-year-old boy will get his second shot next week. four is the usual age for the second measles vaccinations. >> the kids in school, who don't have the vaccine yet i don't want him to be able to pick up something and maybe he doesn't get sick but maybe he transfers it to somebody else. >> a new study has found clusters of bay area children who are missing out on recommended vaccines. the l.a. times recommends the data comes from kaiser permanente, the data from 2010 and 2012 the clusters show the bay area and contra costa county and marin. and 79-year-old king salman moved quickly to name a future king if he were to suddenly pass away. the former king abdullah passed away. saudis took to streets today in mourning. salman takes the throne at the time when the ultraconservative kingdom is dealing with problems with the youth question, over half the population is under 25. and there are 225,000 miles of over head utility in california, enough line to wrap around the globe more than six times to give you some perspective. they're ugly and dangerous, and for the past 50 years there are efforts to put them underground. but there is still a very long way to go. >> reporter: there are wires for cable, phones and wires for power. and some wires that seem to go nowhere. a spider web of utility lines all over california. >> there are wires all over everywhere. >> reporter: alex lives on a quiet street in san francisco's castro district. outside his home, utility lines chris cross the road. >> it is a blight on the city. >> reporter: to make matters worse we've actually been paying to get rid of the wires for the last 50 years but they are still here. utility customers pay for a program that is supposed to bury the wires. at the current rate of replacement it will take generations to complete the task. >> it will take 600 years. >> reporter: she says san francisco is among the worst places for over head utility wires in the state. not only are they an eyesore they're dangerous. overhead power lines are especially vulnerable in earthquakes and storms. one downed wire can take out power for thousands of people. >> in our area in mill valley, hit the wires, took out 10,000 residents. >> reporter: the city of san francisco put half of the utility lines underground, but still 470 miles of line are still hanging from poles. and despite the constant threat of power outages, the city has no plans to bury the remaining lines. why? because they have already spent all the money. the last time the city buried any wires was on this project at ovtavia boulevard in 2005. it ran so far over budget, the city already used all the money coming up for the next 15 years. >> san francisco spent beyond its means in the last round of undergrounding which causes it to halt it. however, all citizens of san francisco continue to pay off the debt. i hope we learned our lessons from the past and can actually have a plan moving forward. >> reporter: supervisor kate tang runs the program. her district is over run. >> we can't just allow the allocated funding with the utility underground program. >> reporter: she is asking the city to explore how it can move forward with future projects. >> so that we actually know, how long can it take to achieve the x number of lines underground, because right now it is literally all up in the air. >> reporter: tang hopes to have a recommendation forwarded to the board later this year. so it is a mess as you can see but as bad as it is in san francisco the rest of the state is actually further behind. at the current rate it will take a thousand years to bury dop donetsk, ukraine, with the latest. hi, leland. >> reporter: hi, arthel. the independent international observers being released is the only bit of good news coming out of this crisis that is quickly spiralling out of control. this really began as an insurgency, and is now quickly heightening in terms of its severity and its breadth into a civil war here in ukraine. latest pictures out of one of the pro rebel strong holds, those russian separatists taking on the ukrainian army as it moved in its armored personnel carriers into the town. the ukrainian military is now about 36 hours into their offensive. they were able to take back a tv station and also an intelligence building that had been occupied by the separatists. however, the ukrainian military has not been able to make its way into the pro-russian stronghold of slavsions. this is spreading to the key port city for the ukrainians on the black sea. yesterday there were 30-plus people killed when they were running street battles between the ro-russian separatists and the ukrainians, both the riot police and pro-ukrainian people who came out on the street. they set fire to a building there that housed the pro-russian headquarters. a number of people jumped out of the windows in that building to escape the fire. the ukrainians blame russian intelligence agencies for being behind the violence. moscow, meantime, is calling its latest ukraine offensive, quote, a crime. the kremlin says it's been getting, quote, thousands of calls from ethnic russians and also from russian separatists and speakers here in ukraine, asking for help, whether that help comes in the form of those 40,000 troops that are currently on the border, arthel, we just have to wait and see. back to you. >> wait and see. leland vittert, thank you very much for that report. eric? >> arthel, back here in our country, president obama declaring a major disaster area in alabama. after some severe storms and tornadoes hit that state. the white house says federal funding will now be available to the affected people in four counties in alabama. assistance can include grants for temporary housing and home repairs, and low-cost loans to cover uninsured property losses. senator mark pryor says the president plans to visit arc ack on wednesday to survey the damage from a tornado that hit that state. 15 people were killed. it will be the president's first trip to arkansas recently in terms of this disaster. >> horrible pictures to watch. meanwhile, condoleezza rice decides not to deliver the commence the address at rutgers university in new jersey. this is coming after some students and faculty held protests over a rule in the iraq war. the school originally planned to pay the former secretary $35,000 for her commencement speech. in a statement, rice says her involvement had become, quote, a distraction for the university community. the u.s. department of veterans' affairs, there appears to be a growing and very troubling scandal brewing there. three executives in phoenix are on administration leave, and we are showing mr. donald sterling who has nothing to do with this story. we apologize for that. those three executives are accused of creating a fake waiting list to try and hide long delays in treatment. that is the allegation, all while dozens of veterans died while waiting for help, about 40, it has claimed. one suspended denied there was a fake list. elizabeth prann has the latest from washington. >> reporter: three officials, including the head of the facility at the phoenix veterans' affairs center, are at least temporarily out of a job, as investigators work to see if at least 40 former servicemen died waiting for care. the department of veterans' affairs releasing a statement, acknowledging system director sharon helmand, associate director lance robinson, and a third employee have been placed on leave. accusations are, at least 1,600 vick veterans waited months to see a physician. dr. sam foot, the first whistle blower to come forward about the alleged secret paper list, said the hospital is understaffed and underfunded. his testimony is similar to that of dr. kathryn mitchell. mitchell describes an environment of intimidation against anyone wholed challenged hospital leadership. she has provided a list with records showing the hospital was using a sec writ list to hide the long wait times. >> across the country, there is physician after physician that i'm aware of, who have tried to speak up for safety patient care issues, and have either gotten retaliated against by having the precisions dropped. >> some lawmakers have threatened a congressional subpoena for the records if the v.a. does not comply. phoenix facility officials say they take these issues and accusations very seriously and invite the independent v.a. office of inspector general to investigate. in washington, elizabeth prann, fox news. meanwhile, the woman who recorded racist comments by the owner of the los angeles clippers now speaking out. in an interview with abc's "20-20," vi stiffian osays the comments released to the public were not the first by donald sterling in conversations with her. >> i think mr. sterling is from a different generation than i am. i think he was brought up to believe those things. >> what things? here is our political panel, leslie marshal, radio talk show host, and cal thomas, author of "what works, common sense solutions for a stronger america." leslie and cal, welcome. cal, let me start with you. is it a common sense solution to try to appoint a special counsel, and will it work? >> well, eric, it has about as much chance as a congressional resolution calling on vladimir putin to pull out of ukraine. i mean, this just isn't going to happen. i mean, congressman jim jeff efforts of ohio calls this a joke. i think he's absolutely right. look, president is going back to the 1930s have used the irs to punish their enemies. but is there a double standard on the response to it. when it's usually a democratic administration, there is less accountability. but when it's a republican administration, there is far more accountability. i'll give you richard nixon as the primary result, one of his articles of impeachment, of course, was the misuse of the irs. eric holder does not want this to go any further than it is, because it could lead to the white house like the benghazi e-mail, and the administration is not going to allow that to happen if it can help it. >> leslie, do you think that the president -- this could lead to the president and eric holder doesn't want to get that far? >> no. i don't believe that at all. i know that cal and others want to believe that. you know, the reason that the gop is mad at issa, and i can't believe i'm actually going to defend issa for a moment here in california. this is frightening. but he doesn't have a smoking gun, because he can't find a smoking gun, because there is no smoking gun. the irs has done what congress asked them to do, and what they required them to do. when we look at the actual information that came out, the language to target, quite frankly, was more toward progressive groups, like a.c.o.r.n. and medical marijuana facilities. were tea party groups targeted more than other conservative groups? absolutely. were they targeted more than other progressive groups? no. and actually, as of may, i think it was may 10th, 2011, both of that scrutinizing left or right, completely stopped. it is -- you are asking these political organizations left and right, are asking for nonprofit status. and i would agree with cal that this isn't going to go anywhere. and honestly, this is not what the american people want. we have an election in november. i don't know why republicans are doing this. >> well -- >> what have americans said? great job. >> i don't mean to interrupt. but you don't think american people want to find out wrong goings? lois lerner is clamming up like john gatti. >> the polls actually don't show that. the polls show that although they, and as well -- i hate the irs. i don't care who is president. i hate the irs. most americans do. but they hate congress more. and they hate republicans in congress more. so i think this is a waste of time and taxpayer money, because i do agree with cal. this is not going to lead to anything. this isn't going to go anywhere. >> well, cal, if you say the doj is not going to do it, the other issue is, should there be a special council and what do you think a special counsel would particularly find that eric holder doesn't want uncovered? >> you don't know until you bring the people up before the committee that -- where you put them under oath, where you offer people plea bargains or immunity, if they testify. this is, of course, what happened during the watergate era. you start with the lower-level people. you offer them immunity, if they will rat on the higher-level people. and that's how you get the information. i totally agree with leslie. the irs is a corrupt organization. it's immoral most of the time. we ought to have a flack tax. i agree with steve forbes on this. we ought to get rid of it. it invites corruption, not only internal, but external. gives tax breaks to the wealthy and influential. >> do you think they did something wrong? you heard leslie say that conservative groups, tea party groups hammered away at liberal groups. >> of course. the evidence was there. why are they going after a group that supports the administration? a.c.o.r.n. is famous for this. reestablished itself after going out of business, supposedly as a.c.o.r.n., something else. the progressive groups are favored by the liberal left so naturally they go after the conservative groups. they're going to deny the 501(c)(3) or c 4 designations during the campaign season because they knew they they would harm the president, possibly. >> leslie, last word. >> cal, the only thing is when i hear watergate in this conversation, apples and oranges. apples and oranges. we're talking about a felony. is there a felony here? >> it is honestly hard to know at this point and it is amaze throng is no definitive answer on this, almost a year and a half after the attacks. initially people on the ground and the cia own talking point said there was a clear al qaeda connection but those were edited to erase all mention of al qaeda and not mention them at all. and the deputy -- or the then cia director mike morial said it was his decision to scrap those and the white house said all of the information came from the cia. but then we have the e-mail coming out this week not released in the initial release of documents last year that says that -- that the talks about the video, telling susan rice to mention the video as a major impetuous for the protests and she would be talking about benghazi. that is the largest issue about the protest going on. and mike burrell said, the cia, we never mentioned the video in regards to benghazi. so that was purely coming from the white house. so now we have a lot of confusion here which leads john boehner, who didn't really want to have a special select committee on benghazi, now discussing the potential of bringing this to a vote in the house to create a select investigation on benghazi. because frankly a year and a half later we are still very confused on what went on and whether this is a political cover up. >> some are not confused. the generals at the pentagon knows it is a terrorist attack and he tells leon pineda and martin dempsey and they go to the white house and pineda said he told the president it is a terrorist attack. he said no question, it was a terrorist attack. and we have jones the secretary of state the next morning saying it issancear al-sharia and they are out there saying video video. what will happen during the hearings when kerry wasn't the secretary of state and hillary clinton was. could she put under subpoena. >> i think so. and i think kerry will answer as why why these e-mails are just coming out now. and the idea the president was politicizing in a election year, beyond the pail and can't imagine it. but we know it's happened before. we know from bob gates' own memoir politicized national security issues when running for office. soo there are serious questions here. whether they politicize this in an election year and why i think the select committee is now coming to the forefront. we know what went on and what was known and was there white house direction in saving the talking point and knowing that al qaeda was spreading around the world when president obama was saying that al qaeda had been decimated in an election year. so there is serious questions whether this was politicized and i think that is why john boehner is looking toward a select committee on this. >> and what does it mean if they politicize this one. you talk about gates' autobiography and what does it mean if the government and the white house politicizes the deaths of four americans to try to sweep it under the rug for the real reason, that they all have in e-mails and testimony, to re-elect the president of the united states. >> i think it would be damning for this administration. they try to portray themselves on foreign policies, this is so important we won't politicize it but if they did try to sweep it under the rug as you said to keep the message alive that al qaeda was decimated when in reality it was spreading to all corners of the earth from the arabian peninsula to pakistan and if it shows the administration politicized this, it would be a damning legacy for the obama administration and hurt the democrats politically, and hillary clinton going into 2016. >> talk about hillary clinton, the possibility she could be subpoenaed. what about the president of the united states. he was not in the situation room that night. he was at the white house. so what if the president of the united states went up to have dinner and was consulted by staff, could this reach the president? >> this is completely mob mentality. we're seniors and who cares we're never coming back. and then they go inside and urination. if you charge them with burglary and criminal mischief, they don't have criminal records and let them go through the process, it is likely the judge will give them a acd, which is a behavior self-and we'll wipe it clean. but to say it was just a prank. >> it is more than a prank but less than a crime. the school district is more than capable of handing out a punishment. they can withhold diplomas or they couldn't get into the college they wanted. >> so 62 students were arrested. do you feel the officers did not do the right thing by holding them down -- hauling them down to the precinct. >> there is a difference between hauling them down and prosecution. the school should take care of it. >> if you let the kids take care of this, then where does it go. there has to be accountability. these kids are 17 and 18. they can already go into the army and the armed forces. you have to stop it. rehabilitation is key now and not when they are 35 and they are held accountable then. >> i agree with rehabilitation but not in the criminal justice format. there are enough bad criminals in the system. we have a bunch of students that committed a prank and they need to learn a lesson and the school could take care of it. >> and 38 of the students were juveniles so they were released to their parents. what should happen to them? you are saying the school should suspend them for a couple of days or don't let them march across the stage, i don't know. do you think that the parents should be held at all responsible for any damage to property? there is no evidence that they broke anything, but someone did kind of -- relieve themselves in the hall. >> that is a great question. frankly they could do it civilly. they can't sue the parents. let the parents pool their money together and pay. probably $50,000, 60,0$60,000 a month will be against the parents. >> i agree. they should pay -- the parents. >> and we did some pranks in school but when is it amazing and fun. >> i heard the cops are doing some dna testing. >> isn't that over the top. >> but it is still criminal -- >> because the dna is in the hands of the police and now in the system. that is a little bit over the top. >> it is a waste of criminal resources. it is a prank gone way overboard. punish the students. >> but don't go too far for that one? it arrived after he moved out. and he never got it. but he's not worried. checking his credit report and score at experian.com allowed him to identify and better address the issue... ... and drive off into the sunset. experian . live credit confident.™ ee. violence in ukraine escalating to a dangerous new level as government troops ramp up a major offensive to take back one of the eastern cities. meanwhile fierce fighting between government and pro-russian forces. we are live in crab with the -- ukraine with the latest. leland. >> over the past couple of weeks you can criticize the pro-russian separatists and it is now spiraling close to a full-fledged civil war. these are the latest pictures from about 60 or 70 miles north of where i am. in a town that is a key pro-russian strong hold. a number moving in there today by the ukrainian military. we are 36 hours into their military defensive to take back a bunch of towns. in the town you are seeing now they were able to take over a television station and one of the government buildings that the pro-russia militias had captured. the pro-russian separatists are well armed. this is spreading to the south and to the west. particularly to the town of odessa where more than 30 people were killed in clashes between the cranan riot police, pro-ukrainian people and a number of pro-russian separatists. in the end they burned down one of the pro-russian strong holds and people jumped out of the building to escape the fire. the cranan -- the ukrainian government blames moscow for that fire and saying russian intelligence was behind that. and in moscow, they are seen as the puppeteer. they claim they are getting hundreds and thousands of calls from russian speakers here in ukraine asking for help. and they are studying that in how they will respond. our fear is that response will come in the form of 40,000 plus russian troops on the ukrainian border waiting the order to inva invade. back to you. >> it is interesting they are moving farther west as you reported. >> absolutely. and this is continuing to spread here. and the other part is that for every time the pro-russian militias are losing a town in terms of buildings falling, they are taking two or three more buildings in other towns as they are able to widen out this footprint. it doesn't appear the ukrainian military yet has the will or for ma matter the men and equipment needed to take each of the towns back. it is a game of whack a mole, they are just not able to keep up in the process. >> leland thank you very much for a very expert and clear reporting on this story. thanks a lot, leland. for more on the conflict, let's go to former spokesperson for four united states ambassadors to the united nation and rick grennal joining us from san diego. good to see you. this is troubling because this seems to be growing and as arthel pointed out, spreading west. can putin be stopped? >> i don't know if putin can be stopped but we should be trying and supporting the ukrainian government. that point, eric, the cranans have showed great restraint. they've had two helicopters shot down recently, multiple deaths. you can't expect the government to just sit back and take this for very long. they've certainly tried and they are showing they do not want a civil war. but the russians, as leland was saying, have 40,000 troops on the board ore and creating hostility and you can't expect them to sit back and take it for long. >> what will they do? they can't take on the russians, or can they? >> they can. what we can do is the united states government can launch the information war. we have the russians harassing reporters, taking them hostage, shutting down independent media. i'm not sure why the reporters in new york and washington, d.c. who love freedom of the press issues are allowing this to happen without screaming from the rooftops. the u.s. government should be launching an information war. we can win this war. we can go after the russian argument that the people of this region somehow want a government full of alaguard. we should push back on that message. and the other thing we should do is make sure the ukrainian government has the military power to defend themselves and the europeans don't continue this talk-fest, but support the ukrainian government as well. >> you talk about a information war and arming the ukrainians, should the u.s. basically arm the ukrainan military more. we've sent mre's and helmets. remember what president nixon did in 1973, israel was in danger and very vulnerable and he sent stuff and he said, now, now, according to the nixon foundation over there to help israel and they you are vive e- survived and won. >> i'm of the mindset, it is beneficial to arm the good guys so this can end earlier rather than drag out. the russian primary, lavrov is an expert at milking think. he's asking for more meetings, they are scheduling meetings from two weeks from now in geneva, meanwhile the guys in ukraine are roughing up all of the other players. when sargy lavrov called john kerry and asks for us to put pressure on the ukrainian government to pull them back, john kerry should say no, sergei, no we're going to arm the ukrainians and you'll get pushed back. [ overlapping speakers ] >> and what is stopping the secretary from doing that? what is stopping from the administration from doing that? do they think it will be more provocative and send the 40,000 troops over the border?
