The Volusia County Council will discuss Tuesday whether to spend more than $1.3 million to conserve a section of forest along the Ormond Scenic Loop and Trail from being cleared to build homes.
Parker Mynchenberg, who owns the 1,055-acre Plantation Oaks subdivision, said he is willing to sell the county the 36 acres for $1,368,000.
But there s a catch: The deal will need to be approved by the end of this week, agenda materials indicate.
The deal, as offered, will also seemingly allow Mynchenberg to make more money on the development than he would if the county turns down his offer. He still plans to build more than 1,500 homes in the development, including the 76 single-family homes that would have been built on the acreage he is offering to sell to the county.

The land in question—which was recently annexed into the City of Ormond Beach—is part of the Plantation Oaks Planned Unit Development (PUD) project, which already has the zoning entitlement to 1,577 units, according to documents provided in the council s agenda for Tuesday (January 19th). More specifically, the subject property has zoning entitlement for 76 single-family lots and a conservation easement adjacent to Old Dixie Highway. And part of that land, which is also a habitat for gopher tortoises, is what one local environment group wants the county to purchase. She was joking. Or maybe not. Beach driving is truly a third-rail issue in Volusia County.
But heated issue or not, beach driving is likely destined to become a debated issue in the county in 2021.
New County Chair Jeff Brower is a longtime beach driving advocate who recently told News-Journal reporter Mary Helen Moore that he plans to work to increase the amount of beach on which cars can be driven. Brower is closely affiliated with the group Sons of the Beach, the beach driving advocacy group whose members strongly supported his campaign for county chair. It will be surprising if beach driving doesn t rise as an issue before the County Council.
