City leaders will soon discuss a request to amend the city’s 2021 budget to add seven positions to city staff, bringing the total number of newly requested positions to more than 20. As part of its meeting Tuesday, the Lawrence City Commission will discuss requests from city staff to add the seven positions, which are in addition to the 13.5 administrative and planning department positions the commission previously discussed. The newly proposed positions comprise seven positions in the Municipal Services & Operations Department, such as engineers and inspectors, as well as an environmental remediation manager.

When auditors arrive at City Hall this spring to do their annual review of the city’s books, city officials expect they will find that many of the problems of the past two years have been resolved. Others, though, will take more time. In the 2018 and 2019 financial audits, the auditing firm RSM had to make enough corrections to the city’s financial records $63 million and $32 million worth, respectively that the city was flagged as having a “lack of internal controls over financial reporting,” meaning the city did not have proper procedures and controls to ensure mistakes in its financial statements would be detected. One recurring problem was the city’s inability to reconcile all its cash statements, which is a process similar to how someone would balance a checkbook to ensure personal financial records matched the financial transactions logged by the bank.

City of Lawrence utility bill Despite a utility assistance program, past-due utility bills continue to pile up for Lawrence residents. As of this month, 3,570 Lawrence households still have utility payments that are more than three weeks past due, amounting to $1.28 million in delinquencies. The city provides water, solid waste and sewer services, and during the City Commission’s meeting Tuesday, Finance Director Jeremy Willmoth told the commission that a utility assistance program funded by the Coronavirus Aid, Relief and Economic Security Act, or CARES, was under utilized, and that the average month-end delinquent balance per household has continued to grow since March.
