on thursday. every single time we see these images it ticks us off that they don t understand why they need to move. reporter: b.p. hopes the latest move will help to slow down the gushing oil. the cap is capturing some of the crude. underwater video shows the oil is still spewing but b.p. says that is by design. we have four vent valves on this cap and we will be closing them through the course of the day. reporter: b.p. says it should prevent ice crystals from clogging the pipe and contain the flow, estimated at 500,000 to 1 million-gallons each day. right now the coast guard says 42,000-gallons are being siphoned but b.p. hopes the number goes way up. i d like to see us capture 90 plus% of this employee. that is possible with this design. reporter: if the second time in a week, president obama is heading back to the region to get a progress report and to talk to communities affected by the spill. the president showed his frustration last night on larry king li
