The Orange County beachfront community has had enough of the California State Legislature’s preemption of local zoning laws.

The I-5 through the Tejon Pass closed pre-dawn due to road conditions. Evacuation warnings have been issued.

The intensity is only expected to increase. A flash flood warning will go into effect early Friday through Saturday from Santa Barbara to L.A.

Local authorities said aerial searches are also affected.

Bob Gregory, 62, went missing the same day as Sands. His body was recovered near Mount Islip.

The Irvine City Council will discuss pulling out of the Orange County Power Authority at its Tuesday meeting.

Two couples were hoisted off the mountain by helicopter in mid-December after realizing they weren't prepared for the icy conditions.

One parent opposed to the move called it "the equivalent of finding a spider in your basement and taking a flamethrower to your entire home."

The ocean flooded into parking lots and across the Pacific Coast Highway this week, causing severe damage to Bolsa Chica State Beach's main access road.

With two hikers still missing — including actor Julian Sands — expert mountaineers say the usual scarcity of snow here makes it especially hard to get enough experience to safely venture out in harsh conditions.
