Supreme Court Justice Stephen Breyer, who announced his retirement Wednesday, is a pragmatist and a technocrat who has believed in the power of legal ideas, said Neil Siegel, a Duke University constitutional law professor and Supreme Court analyst. “Justice Stephen G.
