At the peak of construction, there were more than 4,000 workers involved with the Line 3 project. It also gave a boost to local businesses, as all those workers stayed in motels, ate in restaurants and stocked up on supplies at local hardware stores. Now that Line 3 is operating and most of the pipeline workers have moved on, small Minnesota towns are adjusting to a life after the boom.

The aquifer was ruptured during construction of the Line 3 pipeline.

The agency said Enbridge deviated from its plans and dug too deep. It's referred the matter to the Clearwater County attorney for criminal prosecution.

A show of strength to demonstrate continued opposition to the pipeline came Tuesday near a popular area in the nations capital.
