Trash collection will no longer be an issue on the Aug. 2 public ballot after a 4-3 vote by the Columbia City Council. The council voted Monday to lift the ban on roll carts.
"This is really an opportunity for us to walk the walk that we ve been talking about with community engagement and reaching people where they are," Second Ward council member Andrea Waner said.
