quan is planning a blockade of the urban shield program. good evening, i'm brian hackney. >> i'm ann notarangelo. kpix 5's mike sugerman on why the mayor says she has had enough. mike. >> reporter: anne, behind me is a church, we're in castro valley, terrorists have moved in and parishioners are being held hostage and s.w.a.t. teams have also moved in and attack. [ screaming ] >> reporter: this is just a drill this is one of many in the area and around the world. they are here to train and to see the latest in law enforcement technology. mayor jean quan doesn't want the event headquartered in oakland anymore. she tells kcbs radio in the wake of the riots and the harsh police response in ferguson, missouri, she doesn't like what she and others call the militarization of law enforcement associated with her city. >> when urban shield happens a lot of protestors come from all over and it's a burden on the city. the more unfortunate the more militarization part of the conference i think is not where we want the image of our city. >> the fact she thinks that training is not worthwhile is absolutely amazing to me. the convention center and the marriott have re-opened great benefits from a full hotel, the hotel tax, the sales tax. >> reporter: there are 5,000 people here associated with urban shield. that's millions of dollars. but there are also protests in oakland because of this and that's costing the city money, as well. in castro valley mike sugerman, kpix 5. one person is dead after a bizarre crash at a busy south bay freeway interchange. it happened early this morning on the 101 connector ramp to 680 in san jose. the chp found this, a smashed- up green honda and a red mazda blocking the road. it was actually the result of two separate accidents. we are told the honda actually hit the wall first. the two women inside got out and waited for help. that's when the mazda slammed into their car knocked one of the women over a retaining wall. she died at the scene. there's no word yet on whether the mazda driver will face charges. san jose police need help finding a 6-year-old autistic boy who has been missing for more than nine hours. sergio zepeda, junior, was last seen around 9 a.m. at his home. his mother says he he can speak a few words but cannot communicate in sentences. sergio is 4 feet tall, 40 pounds, he was wearing jeans and a super mario brothers t- shirt. police say they have identified the driver that caused an ac transit bus to crash into a house in richmond. they say 24-year-old richmond contreras was driving a stolen car when he slammed into the bus yesterday causing it to spin out of control. the bus is now gone but you can see all the damage it caused. so bad, that the house has been red-tagged. there were three people inside when the bus hit it leaving a gaping hole and stopping just inches away from a baby. still, nobody was seriously hurt. police say it all began when they spotted a stolen car tried to stop it. >> once that hit was confirmed, other officers began to respond to the area to assist him and the suspect contreras took off speeding and crashed into the ac transit bus at 18th. >> contreras is 5'11", 150 pounds. his passenger was arrested. workers are demolishing the remains of a san francisco business that was the scene of a fire on thursday. the fire completely engulfed the cluttered store on mission between 23rd and 22nd streets. it quickly grew to five alarms and caused the roof to collapse. investigators say the remaining structure is unsafe and it has to go. nearby businesses also had smoke and water damage. no estimates on the cost of all of it. the hayward fault stirred a little bit last night. 2.7 earthquake hit just after midnight near union city. a few people reported feeling some very light shaking. meanwhile, napa's opening a new assistance center to help victims of the 6.0 quake, meant to be a one-stop shop for home and business owners to connect with recovery resources. the center will open beginning on monday afternoon at first street and silver auto trail. some business owners in vallejo are begging the city to re-open their street which has been closed off since the napa quake. inspectors shut down a block of georgia street after red- tagging this one building. what most people don't realize is that the neighboring businesses are still open. owners tell us the sharp drop in foot traffic is stamping out their livelihood. >> my big sales day is $12. and that doesn't pay the rent. >> don't really understand. i'm not the safety guy why the tape can't be moved down to allow the restaurants and antique stores to get some foot traffic. >> he the city put up those -- the city put up those signs to air, and nob hill. homes. the 300-acre "bridge fire" the pond a wildfire burning in mariposa county has forced hundreds of people from their homes. the 300-acre bridge fire in the ponderosa basin area is 25% contained tonight. 7 homes have been evacuated along with 5 businesses. all roads into ponderosa basin also closed. we spoke with evacuees and have the latest. >> reporter: it was an assault from the air and ground. three dc-10 tankers dumped thousands of gallons of slurry down below fire crews working to save more than 700 homes. >> right now our priority is to take care of those structures as well as evacuations. >> reporter: mandatory evacuation orders left many scrambling for a place to stay. the parking lot of a makeshift red cross shelter in mariposa became home for janet smith and her two dogs and a cat. like many she is worried about her house. >> i just bought this house a year ago. so i'd hate to lose it, you know, or any of my neighbors lose their houses. >> reporter: cal fire says extreme drought conditions have helped fuel the blaze. after starting around noon near the williams sell bridge, flames spread east through the basin. >> this is another incident that due to the dry conditions specifically because of the drought, fire activity is intensified. >> reporter: for many evacuees fire has become a fact of mountain life. still, they have to believe their homes will again be spared. >> so we have high hopes that it's not going to get to our house. >> firefighters have managed to stop the spread of a much smaller wildfire in madera county. it burned about 5 acres. no damage was reported. well, the drought is forcing more and more bears out of the mountains into populated areas. the nevada department of wildlife captured this 6-year- old female bear near carson city this week. they say she has been turning up around town ever since she was a cub. it was the fourth or fifth time that they have captured her since 2008. >> she is just a drought bear that's coming down this time of year looking for apples and things at that urban interface. not really causing any problems, just being a bear. >> wildlife officers released her today with a gps satellite collar to track her movements. they say that they expect to see more bears in the coming months as they try to store up food for the winter. fans are flooding into levi's stadium tonight for a sold-out soccer match. the big question is: will the field be able to handle it? >> the weather will be a real kick as well for the rest of the weekend. a beautiful sunday on tap. and open tonight almost two years after a massive mud slide shut it down. in november of 2012, a water main snapped sending a torrent of mud and water flowing down from hillside park into the neighborhood below. the slide caused serious damage to the park. but today, it finally reopened to the public. and dozens of world war ii veterans from the bay area are getting ready for an honor flight. they got their orientation today in santa clara and thanks to donations, they will be able to make the trip next week to washington for free. they get to tour the world war ii memorial and other sites. >> we have these veterans who many have not spoken of their experiences because of just the type of heroes they are. they were just doing their job as citizens soldiers and sailors and airmen. but now they have a chance to be amongst their peers. >> their trip will last three days. good for them. that's great. uhm, well, we are heading towards sunset tonight and there are low clouds at the shore as we look live at ocean beach. if you look in the distance you can the low clouds shuffle in along the shoreline. it's still a pleasant evening with temperatures in the 80s. 80 at concord right now, 78 livermore, san francisco 64, santa rosa 72. the latest on hurricane norbert, strengthened suddenly overnight became a category 3 hurricane briefly for 12 hours. now the winds have eased up a little bit. the gusts are up to 120 miles an hour. and sustained winds 100 miles an hour making it a category 2 hurricane but the important question is, what's next? it parallels the baja, california coastline for a while then takes a right turn to the northeast by monday morning and that will take it inland. by that time it will be a tropical storm and maybe less because the waters will be cooler. cooler water up there is like 81 degrees and that's taking the energy knocking the breath out of the hurricane now. to the west they are expecting between now and next weekend as much as 3" of rain in the desert southwest. for us tonight, heading out around the bay area fog will come into the shoreline around the bay and inland though a pleasant evening. and a nice day tomorrow for the autumn moon festival this weekend in san francisco's chinatown neighborhood. we'll have sunshine and 68 degrees. not bad. so what's next? high pressure is offshore. it's going to move inland. it will warm us up in the latter half of the week and what's now a hurricane what will then be a tropical storm and then just a tropical depression will begin to spread rain over the southern quarter of the state. mostly from eastern san diego county into imperial county and over into arizona. they will pick up 2 to 3" of rain so the cacti will get wet. that's probably not until monday afternoon and tuesday. for us, we have fog and low clouds. this is tomorrow morning at 7:00. so you can see fairly extensive low clouds extending from point reyes down through davenport off the san mateo county coastline. and as this rolls on, the day clears up maybe a few high clouds in the south bay because of the clouds from norbert. so "stratus quo" for sunday. warm inland, cool coast, things are going to warm up next week as high pressure begins to build in. forecast is a little bit cooler than average, but not by much. tomorrow in san jose we'll be looking at 80 degrees. 74 at santa clara. 89 at morgan hill. out in the east bay tomorrow going to be nice temperatures in the mid-80s. 87 degrees at livermore. 87 for brentwood. 88 at fairfield. up in the north bay cooler than that by 10 degrees. just 78 petaluma, 75 santa rosa, way up north 90 at ukiah and 79 at windsor. i was in windsor not long ago a lot of dog parks which we like. temperatures in the mid-80s until midweek. then near 90
