Canada has banned only two groups, Babbar Khalsa International and the International Sikh Youth Federation, even after India s recommendation of five pro-Khalistan groups that operate under the Unlawful Activities Prevention Act. According to the home ministry, ISYF was first proscribed under the Prevention of Terrorism Act on March 22, 2002. The ministry added that nearly 11 pro-Khalistan leaders are active in Canada, Pakistan and Europe, including Hardeep Singh Nijjar.
