The National Assembly s rejection of the Constitution – 18th Amendment Bill

By Adv Jacques du Preez, CEO, FW de Klerk Foundation The ANC’s proposal to amend section 25 of the Constitution - which would expressly permit expropriation of property under certain circumstances without any compensation - was rejected by the National Assembly yesterday. The Constitution 18th Amendment Bill, if it had been passed in its current format, would also have allowed the State to act as custodian of land in South Africa.
