Kym holmes who is our acting president of research. He previously served as president of Foreign Policy studies and director of our davis institute. Hes a Founding Editor of the am index of Economic Freedom which has become a signature hertball publication. From 2002 to 2005 he served in the george w. Bush administration as the assistant secretary of state for International Organization affairs. P
