If someone carries out an act of war against us using cyber means we are not and should not be limited in our response to use other means, and thats why were seeing that kind of deterrence hold. Snowden did but one of the other things he did was reveal we have very potent cyber offense capability capability. I would add to those who believe building up more will deliver deterrence.
