After all, the mission of the Law and Justice Council an intergovernmental committee composed of local representatives from politics, law enforcement, the legal system and other community stakeholders is to reimagine criminal justice in Spokane. Instead, some of the group s members say, the council was mired in stalemate and dysfunction.
