The boston terrier was just a puppy when he was rescued from a Lancaster County breeder who had severely neglected him. Heres how libre looked at the time. The new bill forces owners whove been convicted of abuse to give up their animals. It also adds protections for animal advocates who report cruelty, and increases safeguards for horses.
