The Kandiyohi County Attorney’s Office has filed a petition for the civil commitment of Algene Leeland Vossen, 81. He is hospitalized in Des Moines, Iowa, and has no permanent address. He was found incompetent to stand trial on a murder charge in the 1974 stabbing death of Mae Herman.
